Position Description:

Under the broad policy direction of the Administration Division leadership, the Chief Technology Officer (CTO) provides strategic planning and technical leadership for all information technology programs and initiatives at the SFMTA.

This director-level role is responsible for shaping and executing agency-wide IT policies, goals, and objectives. The CTO oversees all operational technologiesincluding Trapeze, Clipper, Hexagon EAM, Intelex, and other enterprise systemsand leads the implementation of major technology projects such as Customer Relationship Management (CRM) solutions, SFpark, and a range of infrastructure initiatives. These include network modernization, data center enhancements, video management systems, and the cross-agency equipment leasing program.

The CTO is accountable for the evaluation, implementation, and operation of the agencys technology infrastructure and business systems. They also play a key role in defining SFMTAs long-term technology vision to support growth, enhance efficiency, and drive innovation across the organization.

Examples of Important and Essential Duties

  • Oversees all functions and activities of the technology team.
  • Establishes the Agencys technical vision.
  • Stays abreast of current technological developments.
  • Promotes and advances the Agencys mission, vision, values and goals.
  • Prepares comprehensive strategic plans for addressing information technology needs in support of SFMTAs overall goals and objectives.
  • Manages the teams ongoing project portfolio and resources in a manner that corresponds with Agency priorities.
  • Prioritizes competing needs under potential resource and delivery timeline constraints.
  • Directs the operations and maintenance activities for all technology systems and infrastructure (hardware, software and networks).
  • Oversees the development and implementation of information, application, hardware and network architectures; evaluates information technology needs and coordinates requirements with SFMTA divisions and technical providers.
  • Retains and directs activities of external consultants and vendors as required.
  • Selects, trains, motivates, and evaluates personnel; conducts performance evaluations; maintains high standards and advances accountability in a manner that is necessary for an efficient and effective operation.
  • Communicates and collaborates with managers and staff across Agency divisions and City departments in a manner that advances both Agency and City priorities.
  • Builds, maintains, and manages relationships with internal and external stakeholders in relation to products and services that are acquired and developed in support of Agency goals.
  • Prepares and presents technical and nontechnical information to internal and external stakeholders in an effective manner.
  • Performs other related duties as assigned.

THE IDEAL CANDIDATE:

The ideal candidate is a results-oriented professional with proven experience in evaluating IT functions, managing enterprise applications and infrastructure, and leading large-scaleoften cross-functionalprojects. They are a strong communicator who excels at building effective working relationships with leadership, peers, and staff across the organization.

Candidates should demonstrate exceptional long-term planning and execution skills, along with a strong commitment to delivering high-quality, customer-focused service. Experience in launching and sustaining major technology initiatives is essential, as is the ability to clearly communicate complex IT concepts to non-technical audiences.

A successful candidate will value staff development, foster team cohesion, and promote performance accountability. Emotional intelligence, collaboration skills, and the ability to work effectively with multiple departments, city officials, and external stakeholders are critical for success in this role.

How to qualify

Minimum Qualifications:

1. Possession of a baccalaureate degree from an accredited college or university; AND

2. Ten (10) years of experience managing enterprise infrastructure and technology including eight (8) years of hands-on management of technology in an enterprise capacity and ten (10) years experience managing enterprise level infrastructure and applications.

Notes:

1. Applicants must meet the minimum qualifications by the final filing date unless otherwise noted.

2. One (1) year full-time experience is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time experience.

Substitution

Additional years of the required experience in managing enterprise infrastructure and technology may be substituted for the required degree on a year-for-year basis. One year (2000 hours) of qualifying experience will be considered equivalent to thirty (30) semester units/forty-five (45) quarter units.

Desirable Qualifications:

The stated desirable qualifications may be used to identify candidates advancing to the interview process and/or to identify job finalist(s) at the end of the selection process when referred for hiring.

  • Masters Degree in Information Technology, Computer Science, or a closely related field.
  • Ten (10) years of experience planning and managing large technology projects (greater than $10 million) through successful implementation.
  • Experience in evaluating IT functions, managing enterprise applications and infrastructure.
  • Experience leading large-scaleoften cross-functionalprojects.
