Program Manager
Job Description and Duties
Under the direction of the OCR Chief, a Supervisor II, the Supervisor I serves as the primary staff supervisor within OCR, exercises independent judgment to develop and implement policies, and provides consultation and advice on department-wide decisions and complex OCR-related issues. The Supervisor I is instrumental in ensuring a safe and secure work environment for all CDFA, DAA, Marketing Boards and Advisory Board employees, free from discrimination or retaliation, is provided the opportunity for employment and advancement based on merit, efficiency, and qualification, and is protected from sexual harassment. The Supervisor I is responsible for supporting the planning, development, and implementation of the OCR issues within CDFA, the 52 District Agricultural Associations (DAA), and their Boards, Marketing Boards, and Advisory Boards. Additional responsibilities include but are not limited to coordination and oversight to ensure compliance with state and federal laws, regulations, policies and guidelines and to provide technical direction and supervision to the OCR staff.
- Directs and manages OCR investigations to prioritize and ensure expertise, guidance, and compliance with State and Federal laws, rules, and regulations and CDFA policies
- When necessary, travels to various locations throughout the State to conduct interview, researches and collects background data, monitors the complaint process and performs the most difficult or urgent assignments
- Counsels and advises the Secretary, Executive Office, and Divisions, District Agricultural Associations and Marketing and Advisory Boards managers and supervisors on policies and laws, rules, and regulations regarding discrimination, harassment, retaliation, violence in the workplace, and reasonable accommodation issues

Working Conditions
The duties of this position are primarily conducted indoors. Each desk includes at least one computer, with various software programs, a telephone with voicemail, and stationary filing drawers and bins. Candidates will be required to do the following:
- Operate standard office equipment including but not limited to: computer terminal, calculator, photocopy machine, FAX, and telephone; to grasp papers, small objects, and manuals
- Maneuver above shoulder level and below waist level to access upper and lower files and cabinets; and to occasionally move and position items up to fifteen pounds.
- The position is located at Department Headquarters at 1220 N Street in Sacramento. Travel by vehicle or other public transportation systems to various locations throughout the State is required approximately 5% of the time.
