Job Description and Duties

The Secretary of State’s Office, Elections Division, is seeking a qualified applicant to fill a full-time, permanent, Analyst II position in the National Voter Registration Act (NVRA) and Voter Engagement Services Unit. This is an exciting opportunity to join a dynamic team of professionals who administer California’s statewide elections.

Under the direction of the Voter Engagement Services Manager in the Elections Division of the Secretary of State’s office and the general direction of Elections Counsel, the incumbent will work as a part of a team of professionals performing duties and tasks directly related to the coordination of uniform compliance with the National Voter Registration Act (NVRA), Voter Engagement, and various other election related outreach activities. The analyst will coordinate, develop, and support trainings on Military and Overseas Voters (MOV). The analyst will draft, research content for and review various publications to educate internal and external stakeholders on election information and voting opportunities, including collaborating with the Executive Outreach team to implement election related initiatives. Compile and analyze data to draft reports related to voter registration efforts, voter education, and outreach efforts conducted by the Agency. Plan, develop, coordinate, and conduct in-person and online trainings to community organizations, county elections officials, and others to increase voter education and support election related initiatives. Create, update, review, coordinate, and deliver ongoing NVRA trainings and provide updated materials to designated voter registration agencies (VRA), coordinators, and staff to ensure compliance. Coordinate with county elections officials, VRAs, and other stakeholders to implement strategies for NVRA compliance. Attend meetings with stakeholders and respond to inquiries. Coordinate and support election related projects, reports, and tasks as needed. Develop and assist with creating outreach materials and supporting efforts to further educational initiatives within the mission of the Elections Division. This includes, but is not limited to, assisting with the Voter Hotline, supporting student voters and disenfranchised voting groups within California, and attending various outreach events to ensure statutory obligations are met. Review and analyze election-related bills.

• Demonstrated ability to work independently with excellent follow-through on tasks and assignments, including the ability to analyze and solve complex problems and recommend an effective course of action and perform completed staff work.

• Ability to establish priorities through effective time-management and organizational planning, while successfully managing multiple projects under pressure and within tight deadlines.

• Demonstrated ability to analyze datasets and present findings within charts, graphs, tables using Excel

• Demonstrated ability to plan, develop, coordinate, and conduct in-person and online trainings via Zoom and Teams

• Effective written and oral communication skills

• Ability to effectively create and present accurate publications, reports, trainings, and presentations to stakeholders.

Working Conditions

This position offers a telework opportunity in accordance with the agency’s telework policy and business needs, typically following a two-week on-site training period. The Voter Engagement Services Unit experiences peak activity periods throughout the year. During these peak times, in-person attendance at the office may be required. Additionally, a freeze on time-off requests is in effect during peak election periods to ensure operational continuity and meeting statutory deadlines.
