IT Procurement and Contracting Manager
Job Description and Duties
Under administrative direction of the Bureau Director, the incumbent is responsible for the management and control of a variety of enterprise technology services provided to clients throughout the Department of Justice (DOJ) to assist them in meeting their program objectives. The services provided include IT contract and procurement services responsible for procuring all IT goods and/or services for the entire DOJ, review and management of all IT related goods and services and maintaining software licensing and availability. The incumbent provides leadership, analysis, and direction to ensure effective and efficient oversight of IT contract and procurement functions which includes but is not limited to the procurement and processing of the DOJ IT contracts and IT interagency agreements, solicitation development, contract administration, and contract administration in support of IT contracts. The Information Technology Manager II must have a thorough knowledge of business/systems analysis and requirements development best practices and methodologies.
The incumbent manages the Procurement & Contracting Branch, which includes the IT Contracts & Procurement Section, and the IT Vendor & Contract Management Unit, for user communities spanning the entire DOJ and the Enterprise Services Bureau (ESB). Working Conditions
This position is designated for telework under Government Code section 14200 for eligible applicants residing in California and may require reporting to headquarters or field offices and facilities to fulfill operational needs. All telework schedules are subject to change and may be reevaluated at any time. Telework does not change the terms and conditions of employment, the essential functions of job duties, or required compliance with the Department of Justice policies.
This position is eligible for telework, and will be required to report to the office as needed/required. The successful candidate must reside in California upon appointment.

- Thorough knowledge and demonstrated abilities in leading and managing large and complex IT procurement and IT contract/vendor management efforts including development of IT procurement and IT contract/vendor management strategies, policies, and best practices.
- Broad knowledge of state procurement laws, budget processes, workload development, resource management, and project management concepts.
- Thorough knowledge of relevant laws, regulations, and policies of federal, state, and local agencies as they relate to IT procurement and IT contract/vendor management.
- Ability to communicate effectively and persuasively, both orally and in writing, to all levels including executive leadership and external stakeholders during high-profile procurements and negotiations.
- Excellent analytical and problem-solving skills, including the ability to balance cost, schedule, and quality to achieve best-value outcomes.
- Personal characteristics that include a commitment to teamwork, collaboration, and maintaining the highest level of integrity.
- Demonstrated ability to direct and mentor professional staff, evaluate complex proposals, and ensure fair and defensible selections.
- Ability to exercise sound judgment when evaluating alternative contracting approaches and recommending strategies in the best interests of the department.

- Describe your experience developing a training program to ensure staff consistently follow a standard process.
