Working Conditions

This work location is very convenient! The CDSS is located two blocks from the light rail and public transportation: within walking distance to the State Capitol, parks, restaurants, farmer’s markets and the Golden 1 Arena. Our building has easy access to I-5, Highway 50, and Highway 80.

This position is eligible for hybrid work in accordance with the Governor’s and at the sole discretion of the Department of Social Services under California Government Code Section 14200. All telework schedules are subject to change and may be re-evaluated at any time. The incumbent will be expected to report for in office work and attend work related in-person events as deemed operationally necessary. Telework does not change the terms and conditions of employment, the essential functions of job duties, or required compliance with the CDSS policies. The successful candidate must reside in California upon appointment.

Please note: Regular commute is not compensable.

1. A key project is behind schedule and over budget, but a new, high-priority initiative from senior leadership requires your team's immediate attention. Walk us through how you would balance these competing demands. What factors would you consider, and how would you communicate your decision to both your team and senior leadership?

2. Walk us through your process for identifying skill gaps within your team. Describe one instance where you successfully created and executed a professional development plan for an underperforming employee. What was your approach, and how did you measure success?

3. Describe your experience overseeing administrative programs or compliance processes. Include how you ensured polices and regulations were followed, supported staff, and improved processes. Provide an example of how you handled a complex issue while ensuring accuracy and accountability.

4. Describe your experience with position control, data analysis or workforce reporting. Include how you ensured positions, budgets, and staffing data were accurate and aligned. Provide an example of how you used data (such as vacancies or program trends) to support decision-making or reporting.

5. Describe a time when you had to quickly learn and apply a new administrative system or technology that affected your team. How did you approach the learning process? What actions did you take that provided a benefit to your team?

Training and Development assignments may be considered based on the availability of eligible candidates and are subject to approval by the Hiring Authority prior to appointment. Training and Development assignments are temporary in nature and shall not exceed twenty-four (24) months.

Candidates who reside outside of the State of California may be admitted to the job interview, but they must provide proof of residence in California prior to being eligible for appointment.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:


- Demonstrated ability to lead cross-functional teams and facilitate effective meetings in hybrid work environments, ensuring inclusive participation and actionable outcomes.

- Experience coaching, developing, and mentoring staff, resulting in improved performance and retention.

- Proven track record in implementing progressive discipline and managing performance improvement plans.

- Proven ability to manage sensitive personnel issues with discretion, empathy, and adherence to HR policies.

- Experience preparing clear and professional written correspondence such as memos, justifications, reports, and other administrative documents.

- Experience in researching administrative topics, developing clear and informative presentations, and delivering these presentations to various groups, including at unit, executive management, and regionwide meetings.

- A high degree of emotional intelligence, strong judgment, and the ability to work collaboratively, maintain confidentiality, and build trust.

- Strong working knowledge of the Microsoft Office Suite, including Teams, Outlook, SharePoint, Word, Excel, and OneNote.

- Experience developing, implementing, and evaluating administrative policies and procedures to support organizational efficiency and compliance.

- Demonstrated ability to lead administrative projects, including process improvement and organizational change initiatives, including cross-training, standardization, and streamlining efforts.

- Skilled in building collaborative relationships with internal and external stakeholders.

- Ability to analyze operational data and metrics to inform strategic planning and resource allocation.

- Comprehensive knowledge of applicable policies, procedures, and directives governing a wide variety of administrative functions, including personnel management, facilities management, Public Records Act requests, records management, training, procurement, budgetary processes, document remediation, and general office operations.
