Job Description and Duties


Under the direction of the Assistant Budget Officer (Staff Services Manager II), the Staff Services Manager I (Specialist) (SSM I) is a non-supervisory staff specialist in Budgets & Financial Forecasting (BFF) functioning as a budgeting subject matter expert and project leader for development, documentation, and stakeholder review coordination of budget policies, processes, and procedures. The SSM I require a high degree of technical knowledge and is responsible for efficiency studies and recommendations for improvements. Additionally, the incumbent develops in-depth written reports, narratives, and presentations to advance the mission of the Department of State Hospitals.

Working Conditions

  • This position reports to the Allenby Building in Sacramento. A hybrid telework schedule, consistent with the State of California's in-office requirement, may be considered with prior approval from management. The incumbent may also be required to travel throughout California as needed, with prior notice.

  • The State’s Commute Programs provide bicycle, mass transit and vanpool incentives to eligible state employees. The State’s mass transit incentive pays 100% of the transit pass up to the IRS maximum of $325 per month in 2025.

  • DSH-Sacramento is located at a 11 floor high rise building.

  • Excellent interpersonal skills for facilitating and developing strategic relationships with diverse stakeholders from a wide variety of professional backgrounds and experiences.
  • Experience in successfully conducting research independently or in partnership with other organizations.
  • Ability to collect, manage, and analyze data before making recommendations to key stakeholders and leadership.
  • Excellent analytical skills and the ability to think strategically while remaining focused on goals and objectives.
  • Strong background in statistics and technical/academic writing.
  • Highly proficient and knowledgeable in the use of current computer software and tools related to data collection, analysis, visualization, and reporting.
  • Lifelong learner adept in emerging technologies for data analysis, research, and reporting.
