Overview / Job Summary
The Regional Clinical Director (RCD) provides strategic leadership, clinical oversight, and operational management across multiple forensic mental health clinics within a designated region. This role ensures high-quality, evidence-based services are delivered consistently while meeting all contractual, regulatory, and ethical standards. The RCD supervises Clinical Directors and Operations Managers, supports program development, and fosters collaboration with key stakeholders, including probation, parole, and referral agencies. The ideal candidate combines clinical expertise with operational acumen and demonstrates a strong track record of maintaining compliance with BBS/BOP, CASOMB, and SARATSO standards.

Roles and Responsibilities

Clinic Operations:

  • Ensure clinical work is executed, reviewed, and ready for billing (≥98% completion).

  • Maintain compliance with regulatory, contractual, and agency standards.

Clinical Supervision:

  • Maintain an active clinical caseload (10–15%).

  • Provide supervision to Clinical Directors and staff caseloads per BBS/BOP/CASOMB guidelines.

Stakeholder Engagement:

  • Collaborate with probation, parole, and referral agencies to coordinate client care and resolve issues.

  • Serve as a region-wide liaison to maintain positive relationships with key partners.

Program Quality & Compliance:

  • Implement and monitor clinic-wide treatment standards.

  • Audit clinical metrics and support corrective action plans to improve service delivery.

Leadership & Staff Development:

  • Facilitate regional meetings with CDs and staff (as needed), trainings, and case consultations.

  • Recruit, interview, and provide performance oversight for clinical and operational staff.

Program Expansion:

  • Engage in strategic planning, site development, and implementation of new programs or services.

Other Duties:

  • Perform responsibilities consistent with leadership, supervision, and program objectives.

Expectations

  • Maintain region-wide clinical and supervision caseloads in line with BBS/BOP/CASOMB requirements.

  • Lead and mentor Clinical Directors and Operations Managers to achieve operational and clinical goals.

  • Ensure contractual and regulatory compliance across all clinics in the region.

  • Actively participate in audits, corrective action plans, and stakeholder meetings.

  • Promote a collaborative clinic culture emphasizing staff retention, morale, and professional development.

Education and Experience

Required Qualifications:

  • Master’s or Doctoral degree in Psychology, Social Work, Counseling, or related behavioral health field

  • Licensed in California with BBS (LCSW, MFT, LPCC) or Board of Psychology (LP/PsyD)

  • Minimum 10 years of progressive clinical experience, including forensic or sex offender-specific treatment

  • Minimum 8 years of administrative/management experience overseeing clinical operations

  • Experience providing board-level supervision and CASOMB supervision (or eligible)

Preferred Qualifications:

  • Prior regional leadership experience overseeing multiple clinics or departments

  • Knowledge of federal and state probation contracts, compliance requirements, and stakeholder reporting

  • Familiarity with CBT, Risk-Need-Responsivity (RNR), Good Lives Model, and other forensic treatment modalities

  • Experience in program development, quality improvement, and strategic planning initiatives

Skills & Abilities

Hard Skills:

  • Clinical expertise in forensic and sex offender populations

  • Proficiency with forensic assessment tools (STATIC 99R, STABLE, LS/CMI, PCL-R)

  • Operational management and strategic planning skills

  • Data analysis and quality assurance monitoring

Soft Skills:

  • Strong verbal and written communication skills

  • Leadership and mentorship to foster high-performing teams

  • Problem-solving, critical thinking, and decision-making in complex environments

  • Organizational skills to manage multiple priorities across clinics and teams

  • Commitment to trauma-informed, ethical, and culturally competent care

Work Environment

  • Full-time, primarily on-site within a forensic mental health facility serving justice-involved clients, with travel between locations.

  • Frequent movement between offices, clinic rooms, and community or correctional sites

  • Interaction with clients, clinical teams, probation/parole officers, courts, and community partners

  • Leadership roles require frequent regional travel for oversight, meetings, training, and strategic engagement

  • Some evenings or flexible hours may be required

  • Strict adherence to HIPAA, BBS/BOP, CASOMB, and other compliance standards

  • Professional composure required under high-stress or sensitive situations
