Payroll and Benefits Team Lead
Job Description and Duties

The Department of Justice, Office of Human Resources is looking for a highly motivated individual who enjoys working in a positive team environment to join our Payroll and Benefits Services Unit (PBS).
Under direction of the Staff Services Manager (SSM) I, the Associate Governmental Program Analyst (AGPA) independently performs the complex and varied analytical and technical transaction duties within the PBS Unit. The AGPA will review various control agency letters, develop and implement staff procedures, serve as an expert staff resource responsible for consultation in the most sensitive and complex human resources areas, and function as a trainer for PBS. The AGPA will provide refresher-training classes pertaining to personnel, payroll, benefits, leave accounting, timekeeping and other Office of Human Resources related subjects for internal and external staff. The AGPA will also complete special projects determined by the SSM I and assist with managing workload associated with vacant rosters, complex technical issues, auditing, and backlogged work. Successful performance of these duties requires the AGPA to develop and maintain good working relationships with internal and external departmental staff as well as control agency personnel.
Working ConditionsThis position has been designated as eligible for telework. The position will however initially require in person attendance 4 days per week on a reoccurring basis. After the initial training period, the candidate would be eligible for a hybrid schedule. The selected candidate would report to Department of Justice headquarters in Sacramento. Expenses related to travel to the office are the responsibility of the employee. All telework schedules are subject to change and may be reevaluated at any time.

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
- Knowledge and experience providing training individually, or in a classroom setting.
- Experience working independently performing analytical and technical duties related to payroll, benefits, and sensitive or complex human resource issues.
- Ability and experience working as a team lead.
- Experience working with management, state control agencies, and external customers orally and in writing to resolve complex payroll and benefit issues.

The Associate Governmental Program Analyst eligibility list will be used as an appropriate for the Associate Personnel Analyst classification. Candidates who would like to be appointed as an Associate Personnel Analyst must meet the minimum qualifications for the Associate Personnel Analyst classification in addition to having Associate Governmental Program Analyst eligibility.
