Personnel Liaison
Job Description and Duties
Attendance Coordinator and Personnel Liaison for at least 300+ employees; assist employees with personnel issues relating to payroll, benefits, and employment status. Act as liaison between the Personnel Specialists and employees by: distributing information from personnel to employees and supervisors/managers; contacting various areas in Personnel with employee questions; recording and reporting attendance for retired annuitants and staff on a leave of absence (NDI, SDI, FMLA, etc.) in CDSS Employee Service Center (ESC); setting up Leave Balance Worksheets; reconciling all timesheets in ESC and making sure all timesheets are received in Personnel on or before the dates shown on the AC Calendar; maintaining accurate records such as leave usage, overtime worked, dock, AWOL, NDI, SDI, FML, etc.; meeting deadlines on the monthly AC Calendar; each month verify Leave Activity and Balances (LAB) Reports against the ESC leave balance page and reconcile any discrepancies with Personnel. Process, update, and record various Request for Personnel Actions (RPA) using ESC. Manage all recruitments in Examination and Certification Online System (ECOS) for the division including analyzing submitted applications for eligibility, coordinating interview schedule. and sending appropriate letters to close recruit. Process all appointments for the division. Complete employee separations in ESC and provide employee with the applicable separation documents on “Separations Documents and Tasks” checklist and upload applicable separation documents in ESC.

Working Conditions
This work location is very convenient! The CDSS is located two blocks from the light rail and public transportation: within walking distance of the State Capitol, parks, restaurants, farmers’ markets and the Golden 1 Arena. Our building has easy access to I-5, Highway 50, and Highway 80.
This position is eligible for hybrid work in accordance with the Governor’s Executive Order N-22-25 and at the sole discretion of the Department of Social Services under California Government Code Section 14200. All telework schedules are subject to change and may be re-evaluated at any time. The incumbent will be expected to report for in office work and attend work related in-person events as deemed operationally necessary. Telework does not change the terms and conditions of employment, the essential functions of job duties, or required compliance with the CDSS policies. Headquarter location may be designated on the selected candidate's primary residence location, and/or the closest CDSS location in accordance with operational need and available space. The successful candidate must reside in California upon appointment.Special Requirements

Statement of Qualifications – Required – Applicants that do not answer the three (3) questions listed below will not be considered for this job.
Candidates are required to complete the Questionnaire (see questions below) in addition to completing an Examination/Employment Application (STD 678) . When completing the Statement of Qualifications (SOQs), you must title the page “Statement of Qualifications” and include your name and the Job Control number at the top of each page. You must list each question and provide your answer below each question. When completing the SOQ please include all relevant experience, education, and training for each question and explain your answers thoroughly. Responses should be no longer than two pages in total length, single-spaced, and 12-point Arial font. A resume, cover letter, or other documents do not substitute for the SOQ. Applications submitted without the required SOQ will be considered incomplete and may not be considered for this position. Your SOQ must address the following questions.
1) Describe your background, experience, education, and/or training that makes you the best candidate for this position. Please provide relevant examples.
2) Describe your ability to manage multiple priorities, demonstrating your experience working in a dynamic environment, handling stress of multiple demands while maintaining accuracy and meeting deadlines. Please provide a specific example(s) in your answer.
3) Describe your experience working in a team environment, including communicating with others and management.
If you are meeting minimum qualifications with education, you must include your unofficial transcripts for verification. If selected, you may be required to provide official transcripts at the time of hire.
Training and Development assignments may be considered based on the availability of eligible candidates and are subject to approval by the Hiring Authority prior to appointment. Training and Development assignments are temporary in nature and shall not exceed twenty-four (24) months.
Candidates who reside outside of the State of California may be admitted to the job interview, but they must provide proof of residence in California prior to being eligible for appointment.Desirable Qualifications
