Note: Effective July 1, 2025, a 3% salary reduction is in place under the Personal Leave Program (PLP), with 5 hours of Personal Leave Credit earned monthly in exchange. This program is subject to change based on union agreements and state budget policy.

The Assistant Deputy Director, Audits and Accountability serves as the department’s executive leader responsible for developing and implementing audit, accountability, and enterprise risk management policies. This position provides strategic direction, ensures compliance with state and federal mandates, and represents the department in high-level oversight and interagency forums.

Under California Government Code Section 14200, this position is eligible for hybrid telework and may be eligible for full-time remote work in some circumstances and/or time-periods, at the sole discretion of the Department. Telework-eligible applicants must reside in California. Headquarter location will be designated based on the selected candidate's primary residence location. This is subject to change if HCD's criteria is met.

Confidentiality

Employment Application (STD.678)

HCD Disclosure Requirements

Selected candidates may be subject to rules imposed by a Conflict of Interest Code that apply to HCD employees, which may require filing a Statement of Economic Interest (Form 700).

HCD conducts pre-employment background checks on all new to HCD or returning to HCD candidates. This position requires a background check to be conducted in California and cleared prior to being hired.

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Experience leading complex public-sector audits (financial, compliance, or performance)
  • Experience managing audit teams
  • Experience ensuring compliance with recognized professional standards, alignment with organizational priorities, and timely delivery of high-quality work products
  • Experience building, maintaining, and managing strong relationships with internal executives and external oversight and control agencies
  • Experience navigating politically sensitive audit or compliance issues under intense scrutiny (e.g., legislative or media scrutiny, federal oversight, or similar high impact political or compliance risk environments)
  • Ability to think creatively or “outside the box” to resolve challenges or mitigate risk

Statement of Qualifications

Interested individuals must submit a Statement of Qualifications (SOQ) in addition to the standard state application (form STD. 678). Your SOQ will be considered the first interview for this position. If your qualifications are competitive, you will be invited to a formal interview. Resumes, cover letters, or any other documents cannot substitute the SOQ. When completing the SOQ, specify relevant experience, education, timeframes, and provide specific examples.

Your SOQ should not exceed three (3) pages, single-spaced, and be organized and numbered as reflected below:
  1. Describe your experience leading complex public-sector audits (financial, compliance, or performance) and managing audit teams. How, specifically, have you ensured compliance with recognized professional standards, alignment with organizational priorities, and timely delivery of high-quality work product? What outcomes did your work drive?
  2. Explain your approach to building, maintaining, and managing strong relationships with internal executives and external oversight and control agencies, respectively. Describe how you’ve navigated competing priorities and managed, resolved, or avoided conflict in this context.
  3. Describe your experience in, and approach to, navigating politically sensitive audit or compliance issues under intense scrutiny (e.g., legislative or media scrutiny, federal oversight, or similar high impact political or compliance risk environments).
  4. Describe a time when you had to think creatively or “outside the box” to resolve an audit-related challenge or mitigate risk. What was the outcome?
