Job Description and Duties

The authority to establish this position and make appointment is contingent upon Legislative and Governor's approval and enactment of the 2026-27 Budget Act.

Under the general direction of the Supervisor II in the DPS Survey Support Unit, the Health Program Specialist II (HPS II), performs high profile, critical and complex specialized assignments involving broad policy issues, which have significant statewide impact on the Department’s Medical Survey program pursuant to the Knox-Keene Health Care Service Plan Act of 1975 (Act), the California Code of Regulations, Title 28 (Regulations), and program policies and procedures. The incumbent is responsible for performing non-supervisory critical and complex duties involved in planning, defining, and implementing program activities within the DPS. The incumbent serves in a lead capacity and as a technical expert on projects in the program area, performs a broad range of highly technical, consultative, and programmatic analysis within the OPM. The incumbent independently plans and performs the most complex and sensitive research, analyzes and compiles data, and drafts written material involving critical and highly complex policy and compliance matters. Additionally, the incumbent may provide recommendations to the Deputy Director and Department counsel, including the Office of Legal Services (OLS), on the drafting of new regulations. The incumbent leads highly complex project management matters that may require inter-divisional workgroups, meetings with outside stakeholders, development of goals with timeframes and production of progress reports to monitor projects to ensure completion.

Working Conditions

The DMHC has locations in Downtown Sacramento and Rancho Cordova. Both locations are located close to light-rail with various amenities. The incumbent will work in a climate-controlled cubicle and/or office environment with artificial lighting.

This position may be eligible for hybrid telework. The telework schedule is permitted at the operational needs of the Department and is subject to change, consistent with the State Telework Policy and the DMHC’s Telework Policy. All employees who telework are required to be California residents and maintain California residency in accordance with Government Code 14200.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Experience supporting collaborative efforts in public health or related field
  • Experience supporting or leading capacity building initiatives for public health or related field
  • Experience performing a variety of data analytics to support compliance
  • Intermediate to advanced experience with Microsoft suite, including excel, completing functions
  • that include pivot tables, developing formulas and conditional formatting
  • Experience in project management and/or applying project management principles
