Deputy Chief Financial Officer

Job Summary:
Under the general direction of the Chief Financial Officer, the Deputy Chief Financial Officer provides leadership and direction to the finance department. The Deputy Chief Financial Officer will help and assist the development and oversight for the overall financial administration of the organization under the supervision of The Chief Financial Officer. This person will also assist in the responsibility for developing and maintaining applicable accounting and billing policies and practices for AHS and its staff. The Deputy Chief Financial Officer will also participate in the planning process related to budget management, cost-benefit analyses, forecasting, and securing of new funding. The Deputy Chief Financial Officer studies and interprets trends projects financial needs, and recommends courses of action.
\n Essential Job Functions- Assists the Chief Financial Officer in planning, implementing and evaluating the organization's fiscal function and performance, including but not limited to: general accounting, data processing, purchasing, accounts payable, payroll, payer contracts, revenue cycle, and accounts receivable by organizational policies and procedures and regulatory policies.
- Under the supervision of the Chief Finical Officer will help maintain an accounting system that provides a timely and accurate budget for the organization including for new and on-going grants, and a system that ensures accurate financial reports and trend analysis.
- Under the direction of the Chief Financial Officer will help with financial and tax strategies and performance measures that support the company's strategic direction.
- Under the supervision of the Chief Finical Officer will assist in the responsibility for the development and execution of Federally Qualified Health Center (FQHC) rate-setting strategies, annual cost reports, and reconciliations.
- In partnership with the Chief Financial Officer provides strategic financial input and leadership on decision-making issues affecting the organization, i.e., evaluation of potential alliances, the financial impact of contracts, pension funds, and investments.
- Ensures that the organization complies with all legal and regulatory requirements.
- Develops and maintains internal controls to safeguard the organization's assets.
- Develops, implements, and enforces policies and procedures of the organization to improve the overall operation and effectiveness.
- Works with external auditors as needed.
- Other related duties as requested by the Chief Financial Officer.
- Direct supervision of managers for payer contracts, and revenue cycle departments.
- Conducts supervisory/managerial responsibilities by the organization’s policies and applicable laws including interviewing and hiring of employees; planning assigning, scheduling, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems
- Fosters an environment that promotes trust and cooperation among clients and staff.
- Enforces clinic policies and procedures, including maintenance of client confidentiality under HIPAA privacy rules, to ensure that the principles of AHS are implemented.
- Plays an active role in planning organization-wide activities such as AHS general membership meetings, fundraisers, special clinic days, and other events.
- Participates in general membership meetings, fundraisers, and other public events, as required.
- Participates in outreach activities, agency advocacy, and serves on ad hoc committees, as requested.
- Attends AHS staff retreats and Board of Directors meetings, as required.
- Participates in agency-wide quality improvement program processes and performance improvement teams to ensure excellence in the quality of services provided across the agency.
- Bachelor’s degree in finance, accounting or related field
- Minimum of 10 years of progressively responsible experience in financial management and supervision of staff with a minimum of three years in the healthcare environment.
- Federally Qualified Health Center specific experience.
- Any combination of education and experience.
- Master’s Degree in Finance, Accounting, or related field.
- Ability to work collaboratively with other AHS supervisors and managers with a focus on customer service and quality of care, exemplifying the core values and mission of the organization, always exercising utmost discretion, diplomacy and tact inpatient/staff interactions.
- Excellent written and verbal communication skills.
- Demonstrated leadership skills and the ability to work collaboratively to achieve common goals and communicate within different levels of the organization.

$210,000 - $225,000 a year
