Job Description and Duties


The CalSTRS Technology Services Branch is seeking an experienced individual to work as an Information Technology Manager II on the SAP Solution Center team.

The SAP Solution Center provides centralized technical support and oversight for CalSTRS’ enterprise SAP systems—BusinessDirect, SuccessFactors, Ariba, and Concur. S/4HANA is part of our roadmap for future implementation. This team handles Level 2 support, system integration, and ongoing enhancements. The focus is on reducing vendor dependence, standardizing processes, and building internal expertise. The goal is to ensure SAP solutions are aligned with CalSTRS’ business priorities and can scale to support secure, efficient operations across the organization.

Under administrative direction of the Chief Technology Officer, the Director of SAP Solutions oversees the performance activities of the CalSTRS SAP Solution Center and is responsible for policy formulation, implementation, leadership, and oversight of the CalSTRS SAP Program. The incumbent serves as an enterprise advisor, providing centralized oversight, leadership, and governance for large, complex and integrated SAP systems that are crucial to CalSTRS’ long-term sustainability and business continuity. Additionally, the incumbent leads the transition to cloud-based systems, ensuring that all SAP operations enhance CalSTRS’ service delivery and operational efficiency.


The Director is also responsible for ensuring that contracts and agreements are executed and implemented in accordance with contractual requirements and to the satisfaction of project sponsors and stakeholders. Furthermore, the incumbent will collaborate closely with business stakeholders across CalSTRS to build consensus around SAP-related requirements and implementations. They will guide and coordinate multiple vendor and internal teams while effectively managing changes, issues, and risks as necessary.


The ideal candidate will possess the following skills:

  • Experience developing and maintaining an Enterprise Resource Planning program strategy in alignment with an organization’s overall business goals and objectives.
  • Experience at the senior leadership level directing large enterprise-wide project duties such as planning, directing, and leading high-level project activities, working collaboratively with project stakeholders, and ensuring project goals are met within critical timelines
  • Ability to attract, develop, and retain top technology talent to strengthen an organization’s technical capacity and reduce dependence on external vendors.
  • Demonstrated ability to communicate effectively and experience representing complex issues in relation to an enterprise-wide technology project, such as a large ERP implementation, to a wide range of audiences, including Boards, committees, and executive management
  • Demonstrated ability to establish a Center of Excellence (COE) or support organization acting as an advisor, providing a single path of governance, oversight, and leadership for all personnel within the support organization.
  • Ability to identify, evaluate, and implement innovative technologies and solutions to address business challenges, strengthen an organization's technical capabilities, and foster a culture of innovation.

Every 12 months, based on performance evaluation, employees may receive a 5% salary increase until they reach the maximum salary for the position.

In July 2025, the State of California implemented the Personal Leave Program 2025. This program reduces employees’ monthly base pay in exchange for paid leave credits. This position is subject to PLP 2025 and will have a monthly base pay reduction of 3% in exchange for 5 hours of leave credits for the duration of the program. The salary ranges shown on this job posting do not reflect the reduced amounts.

Working Conditions

CalSTRS offers a hybrid approach including in-office and remote work solutions based on business needs.

All staff of CalSTRS are employees of the State of California and subject to California employment taxes and withholdings. Upon appointment, staff are required to provide a current California address to CalSTRS Human Resources to be used as a remote work location.

This position is not eligible for visa sponsorship. Applicants must be authorized to work in the US without the need for visa sponsorship by the start date of employment with CalSTRS.

Special Requirements

Statement of Qualifications

Interested individuals must submit a Statement of Qualifications (SOQ) in addition to the standard state application (form STD 678). Your SOQ will be considered the first interview for this position. If your qualifications are competitive, you will be invited to an interview. When completing the SOQ, please include all relevant experience, education, and training, as applicable, and explain all answers thoroughly. Your SOQ should not exceed two pages, single-spaced, 12-point font and address the following questions.

1. Address your experience and education as they relate to the specific duties of the position as outlined in the duty statement.


2. What experience do you have leading large-scale Enterprise Resource Planning projects? Please be specific with roles on the project, types of projects (e.g., cloud implementations, maintenance and operations, etc.), software used, etc.


3. Describe your experience managing personnel functions, including:

  • Recruitment (preparing/processing requests for personnel actions and related justifications)
  • Hiring (conducting interviews and making candidate selections)
  • Monitoring employee leave and attendance
  • Coaching and managing employee performance and/or discipline

4. Detail your experience at the senior leadership level and as a project lead participating in vendor contract negotiations, re-negotiations, and amendments, as well as timely monitoring vendor performance and promptly holding vendors accountable to meet contractual terms and conditions.

Background Investigation

Prior to employment with CalSTRS, a background investigation (BI) will be conducted. The BI consists of a Personal History Statement and fingerprinting through the Department of Justice. The BI will check criminal and civil records and, if applicable, verify education and check driving records.

CalSTRS Disclosure Requirements

This position may be subject to disclosure and disqualification requirements concerning economic conflict of interest in government work, including the Conflict of Interest Code that applies to CalSTRS team members and the Political Reform Act , which require disclosure of certain investment information and use of a designated trading platform for securities transactions, as well as filing a Statement of Economic Interest (Form 700) .
