Insurance Rate Analyst
Job Description and Duties
Do you enjoy working in a fast-paced Remote-Centered environment with variety in your work? The California Department of Insurance (CDI) is seeking a dynamic Insurance Rate Analyst ready to study and apply the principles and techniques of insurance ratemaking , to join the Rate Regulation Branch.
If this is you, then CDI may be the employer for you! The Insurance Rate Analyst (IRA) works with data from large databases or financial reports, conducts data analysis and compiles data to generate rate component determination (RCD) generic factors, and prepares other mandated reports. Reviews and analyzes less difficult rate filings containing rates, rating plans, rating systems, manual rules and policy forms for property and casualty lines of business. The analyst communicates with insurers to conduct data calls and prepares summary reports and provides consultation to other departmental staff on technical issues. The analyst performs individual, or group projects as assigned by the Bureau Chief and performs other duties as required. This position is designated under the Conflict of Interest Code. The position is responsible for making or participating in governmental decisions that may potentially have a material effect on personal financial interests. The appointee is required to complete a Statement of Economic Interest (Form 700), which includes an Assuming Office filing within 30 days of appointment, annual filings, and a Leaving Office filing within 30 days of physical separation. Non-compliance with the Conflict of Interest Code requirements may result in the voiding of appointment, financial penalties, or enforcement actions.Effective July 1, 2025, the California Department of Human Resources (CalHR) implemented the Personal Leave Program (PLP) 2025 and related Pay Differential 386. PLP 2025 requires employees to receive a reduction in pay in exchange for monthly hours of PLP 2025 leave credits. Working Conditions
- The incumbent may telework in accordance with CDI's Telework Policy. Teleworking employees may be required to report to their headquarters office location on designated telework days. Travel expenses are not reimbursed; however other authorized transit subsidies do exist for those who qualify.
- The incumbent must be able to work in a high rise building.
- Position may require frequent sitting.

Desirable Qualifications
In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
- Candidate with a BS or MS degrees in mathematics, statistics, computer sciences, engineering, financial or accounting with good understanding of mathematical algorithms and be able to use statistical methods and various computer application programs.
- Ability to gather and analyze data, reason logically, draw valid conclusions and prepare reports.
- Ability to communicate effectively, both orally and through written correspondence.
- Ability to develop effective working relationships with all levels of staff.
- Willingness to pursue professional enhancement activities by acquiring and maintaining an advanced working knowledge of insurance products, laws, practices, and procedures through independent study and continuing education courses.
- Be willing to learn insurance law, California Code of Regulation (CCR), principle of Ratemaking Procedures, Statutory Accounting Procedure (SAP) and General Accepted Accounting Procedure (GAAP).

- Every 12 months, based on performance evaluation, employees may receive a 5% salary increase until they reach the maximum salary for the position.
