Position Purpose: The Controller is responsible for managing the daily operations of the Finance Department, ensuring the integrity and accuracy of financial processes and systems. This includes oversight of all financial accounting functions such as Accounts Payable, Accounts Receivable, Payroll, and Revenue Cycle. The Controller supports organizational financial health through effective budget management, financial forecasting, data analysis, and timely financial reporting. The position plays a critical role in maintaining internal controls, ensuring compliance with regulatory standards, and supporting strategic financial decision-making in collaboration with the Chief Financial Officer (CFO).

Core Duties and responsibilities, include but are not limited to:


  • Oversee all aspects of accounting operations, including accounts payable, accounts receivable, cash disbursements, and bank reconciliations.

  • Monitor organizational banking activities and ensure sufficient cash flow to meet operational needs.

  • Assist in the implementation and maintenance of internal controls and appropriate documentation to support compliance with independent and governmental audit requirements.

  • Manage business insurance programs and analyze healthcare coverage options.

  • Supervise inventory maintenance of fixed assets, including those funded by government grants, in accordance with federal regulations.

  • Ensure timely and accurate month-end, quarter-end, and year-end financial closings and reporting.

  • Analyze financial data and presents accurate reports to CFO to support strategic decision-making.

  • Collaborate closely with the CFO to monitor and manage budget performance and financial projections.

  • Evaluate existing accounting processes and recommend and implement improvements for greater efficiency and compliance.

  • Oversee and ensure accuracy in all regulatory reporting, including tax filings and compliance with financial regulations.

  • Assists in the planning, direction, and coordination of all accounting operational functions.

  • Monitor and report on the organization’s financial performance against benchmarks and targets.

  • Develop and maintain robust financial controls in line with organizational policies and best practices.

  • Communicate key financial metrics and insights to CFO and department heads.

  • Provide leadership, training, and support to Accounts Payable, Accounts Receivable, Payroll, and Revenue Cycle teams.

  • Manage payroll processes and ensure compliance with applicable wage and hour regulations.

  • Prepare and review comprehensive financial reporting packages for internal and external use.

  • Contribute to the development of financial systems, policies, and special financial studies.

  • Oversee staffing functions including hiring, training, coaching, scheduling, and performance management for finance department personnel.

  • Advise CFO on fiscal matters, strategic planning, and financial policy.

  • Ensure compliance with organizational financial procedures and regulatory requirements.

  • Maintain confidentiality of sensitive financial data and safeguard against unauthorized disclosure.

  • Analyze accounting trends and provide recommendations for process improvements; implement and monitor changes to ensure effectiveness and alignment with best practices.

  • Prepare, review, and post journal entries in accordance with generally accepted accounting principles (GAAP).

  • Manage and reconcile the General Ledger, ensuring accuracy and completeness of financial transactions.

  • Generate supporting documentation and schedules to facilitate timely and accurate month-end closings.

  • Compile and prepare monthly financial statements and reports for internal use and executive review.

  • Create detailed project status updates and financial reporting packages that reflect key metrics and progress.

  • Prepare and issue contractor invoices in compliance with contractual terms and funding guidelines.

  • Complete monthly bank reconciliations to verify accuracy of account balances and identify discrepancies.

  • Conduct variance analyses to compare actual financial performance against budgets and forecasts, identifying and explaining significant differences.

  • Track and manage expenditures in alignment with contract terms, restricted funds, and programmatic budgets to ensure compliance and responsible stewardship of resources.

  • Review, reconcile, and analyze third-party checks and payment records for accuracy and proper allocation.

  • Ensure the accuracy and integrity of payroll transactions by reviewing data inputs, adjustments, and calculations prior to final processing.


Other Responsibilities:


  • Responsible for annual audit preparation

  • Assist with UDS, Medicare Cost Report, Code 18 reconciliation reports and others

  • Attend departmental meetings as required

  • Follows all SCFHC policies

Education, Experience, and Skills:


  • Bachelor’s degree in accounting or equivalent number of years of experience

  • Thorough understanding of debits and credits, amortization, depreciation, bank and credit card reconciliations, account analysis, etc.

  • 3 years of finance department experience in an Federally Qualified Health Center (FQHC) in accounting and management strongly preferred.

  • Accounting experience utilizing all aspects of AP/AR/GL.

  • Must be extremely well-versed in Excel

  • Knowledge of MIP Abila Accounting software

  • Knowledge of Payroll System/s preferred

  • Understand General Ledger functions from day one

  • Must be able to work independently in a fast-paced environment with many distractions and changes in work focus.

  • Must be able to analyze complex report requirements and implement technical solutions.

  • Detailed oriented, problem-solver and able to prioritize and complete multiple tasks simultaneously.

  • Must be willing to learn and expand knowledge and skills.

  • Follow up on assignments, show initiative, be self-motivated, and have a strong work ethic
