Job Description and Duties

The Business Programs Division is committed to making it easier to do business in California. These services are available 24/7 and are constantly improving, freeing up California’s entrepreneurs to focus on their business endeavors while the SOS handles the paperwork.

The California Secretary of State is seeking qualified applicants to fill multiple permanent, full-time Supervising Program Technician II positions in the Business Programs Division.

Under the general direction of a Supervising Program Technician III and/or Supervisor I, the incumbent works with a high level of independence and plans, organizes and directs the work of a moderate sized staff. Duties encompass the following:

  • Program Management -Directs, monitors, and evaluates the work of the staff and maintains performance standards within the unit. Interacts professionally with the public, via the telephone, mail, email and in person regarding filing documents and/or information requests, difficult questions or general inquiries. Trains new employees.

  • Personnel Relations – Ensures employees abide by the Agency and Division policies and procedures, civil service practices and policies, and the mission of the Secretary of State’s office. Maintains accurate attendance records, schedules counseling meetings, prepares memos and disciplinary actions and handles complaints as they arise. Conducts evaluations, initiates letters of commendation, schedules meetings with employees to encourage, motivate and provide opportunities for individual development.
  • Coordination & Outreach – Prepares technical responses to difficult and sensitive correspondence where research, analysis and interpretation of statute or regulations are needed. Performs sensitive, difficult, and complex assignments, taking the most difficult and complex to the Supervising Program Technician III and/or Supervisor I.
  • Operational Review -Monitors equipment and assists with evaluating the need for new equipment. Prepares weekly and monthly activity reports and oversees records maintenance. Assists in revising and storing of forms and documents.
  • Administrative -Participates in the scheduling, interviewing of candidates, and making recommendations of the selection of staff. Oversees office supply orders and orders for repair service of equipment. Performs other duties as required.

Desirable Qualifications:

  • Good working knowledge of the effective principles of supervision
  • Good understanding of organizational techniques and time management skills, including techniques for prioritizing multiple projects to ensure completion by established deadlines
  • Excellent problem resolution skills
  • Possess strong leadership and interpersonal skills
  • Knowledge of and experience with Microsoft Office applications (e.g., Word, Excel, Outlook, etc.)
  • Ability to interact effectively with the public and all levels of departmental personnel and establish and maintain cooperative working relationships
  • Ability to take initiative, be flexible, work independently, and have the willingness to learn new duties
  • Ability to handle sensitive and confidential information with tact and diplomacy
  • Maintain regular, consistent, and predictable attendance in the performance of these specific functions
