Construction Safety Functional Area Manager

Many factors are taken into consideration when setting starting pay including education, experience, the external labor market, and internal equity We have an opening for a new Construction Safety (CS) Functional Area (CSFA) Manager to lead implementation of a construction safety management program that implements Cal/OSHA and select DOE 10 CFR 851 requirements to ensure an effective, efficient, and compliant program that enables the safe execution of all subcontractor construction work at LLNL, which currently includes greater than 150 projects with an average baseline budget of $200 M each. As the CSFA Manager, you will provide technical leadership and day-to-day management for the functions, processes, and efforts within the construction safety program. Additionally, you will be counted on for strategic vision and technical oversight to meet the construction safety goals and objectives of customers and stakeholders. You will be a key member of the directorate management team and report directly to the Associate Director of the Environment, Safety and Health Directorate. You will Serve as an integral member of the ES&H management team, develop high-level CSFA strategies and priorities, and develop programs to build and sustain construction safety competencies, and evolve and enhance construction safety improvement opportunities and monitoring capabilities. Provide overall leadership, direction, technical oversight, and administration for construction safety practice and policy that equips programs and their associated Integrated Safety Team (IST) with the ability to implement an innovative, cost-effective, schedule-driven, compliant, and reliable construction safety program. Engage CSFA customers and stakeholders to ensure integration, teaming, and to operate with shared fate and as a valued and trusted partner, enabling successful execution of construction projects and enhancing safety performance. Provide expert level understanding of CSFA requirements imposed by the Prime Contract and through an agreement with the DOE NNSA Livermore Field Office (LFO) for implementation of Cal/OSHA construction standards, so that you effectively liaison with LFO on regulatory interpretation and to resolve highly unusual, complex and/or sensitive technical issues. Serve as a key advisor to ES&H, the Project Management Office, and Laboratory programs and senior management on broad issues of construction safety. Conduct frequent interactions across organizational lines to gain concurrence/acceptance on complex issues and actions affecting construction requirements and processes at the Laboratory. Develop and maintain meaningful, data driven performance measures for the CSFA that inform Laboratory decision makers and accurately reflect the health of the CSFA at the Laboratory. Work closely with the IST Lead to recruit and hire matrixed staff for the Construction Safety Team and ensure that they actively participate in performance management, objectives and key result determination and tracking, contractor collaboration, implementation, and process improvement. Collaborate with and benchmark against other DOE sites to share practices and continuously improve. Perform other duties as assigned. Qualifications Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship. Bachelor's degree in engineering, safety/industrial hygiene, physical science, or related field, or the equivalent combination of education and extensive related experience. Extensive experience leading a construction safety program at a large company, including significant experience developing and implementing a construction safety program, building positive relationships with subcontractors, leading change, managing organizational dynamics, and establishing strategic and operational goals. Significant subject matter expertise with expert level knowledge of, and extensive experience with interpreting and evaluating construction safety regulations (specifically tied to NFPA 70E, Hoisting and Rigging, Fall Protection, etc.) and determining their applicability and impact on projects and mission, evaluating, and proposing solutions for issues and negotiating with regulators to quickly resolve differences of opinion. Strong understanding of construction safety-related processes such as procurement and subcontract requirements flow down, maintenance of ES&H specification, Job Hazard Analysis development, and the incorporation of Human Performance Improvement (HPI) philosophies into day-to-day safety and injury/accident investigations. Extensive experience building strong working relationships and trust with a demanding customer base, leading staff in achieving high standards of customer service, and a personal commitment to a customer service ethos. Experience successfully collaborating on senior management teams to develop organizational goals, objectives, and key results. Expert situational awareness, problem solving, decision making, and analytical skills necessary to independently advise, recommend, and resolve highly complex problems impacting project cost and schedule. Expert communication, facilitation, interpersonal, and conflict resolution skills necessary to effectively explain, direct, present, advise, negotiate, and influence all levels of management, both internal and external to the Laboratory. Excellent interpersonal skills and the ability to interact and collaborate with others in a consistently positive manner, exercise discretion and tact, and gain consensus in an environment where others may have strongly conflicting ideas and goals. Qualifications We Desire Master's degree in safety engineering, industrial hygiene, industrial safety, or related field. Experience leading construction safety at a highly hazardous and/or radiological facility/site. Extensive knowledge of Cal/OSHA requirements. Certification as an Industrial Hygiene and/or Industrial Safety Professional, or Professional Engineer License. Situated on 7,000 acres in rural foothills approximately six miles southwest of downtown Tracy and 15 miles southeast of Livermore, Site 300 hosts approximately 200 employees with expertise in such fields as engineering, chemistry, biology, and environmental restoration. Employees assigned to work at Site 300 may be exposed to the organism that causes San Joaquin Valley Fever (coccidioidomycosis).
