DHCS is recruiting for an Associate Governmental Program Analyst (AGPA) in the Health Information Management Division (HIMD). HIMD’s mission is to establish, perform and monitor the management of data throughout its entire lifecycle to ensure that it can be used to meet business objectives and drive decision-making.

Under the direct supervision of the Chief (Career Executive Assignment B), the AGPA will provide operational support to the Chief and the HIMD Division Office. The AGPA will lead the coordination of legislative and budgetary drills, responses, and analyses, as well as documents requiring formal approval across the management chain. The AGPA will perform quality analysis of all documents, reports, analyses, etc. that are sent outside of HIMD to ensure completeness, understandability, accuracy, and adherence to templates and standards. The AGPA will monitor project deadlines and timelines and will communicate and coordinate with necessary parties to ensure deadlines are met. The AGPA will lead some divisional projects related to operations or administration, including developing and implementing processes in workload management tools. The AGPA will manage the Chief’s calendar, facilitate and host meetings, and provide business analysis to various projects across HIMD. The AGPA is considered part of DHCS’ executive support team.

Training and Development (T&D) assignments may be considered for this position for current California civil service employees. T&D assignments cannot exceed 24 months. However, successful T&D candidates may transition to a permanent appointment, if eligible at the end of the T&D assignment.

Education: If you are meeting minimum qualifications with education, you must include a copy of your diploma/degree and/or unofficial/informal transcripts for verification. Official transcripts may be required upon appointment.

Supplemental Application

Telework and Salary Information

This position is currently eligible for telework up to three days per week and is required to report in person a minimum of two days per week. The amount of telework is at the discretion of the Department and is subject to change consistent with DHCS’ Telework Program and Government Code sections 14200 – 14203. Telework is available to California residents, and proof of residency may be required.

Personal Leave Program (PLP) 2025 Agreement

Effective July 1, 2025, the California Department of Human Resources (CalHR) implemented the temporary Personal Leave Program 2025 (PLP 2025). PLP 2025 directs that each employee receive a temporary reduction in pay in exchange for PLP 2025 leave credits. The temporary salary reduction percentage and the number of PLP 2025 leave credits are based on the position’s associated bargaining unit.
