Operations and Payroll manager F/H

In 2024, TSSD was acquired by the NUVIA Group, a subsidiary of VINCI Construction and part of the world‑leading VINCI network. NUVIA is an international company operating worldwide on highly regulated and sensitive industrial sites, primarily supporting the nuclear industry. This acquisition strengthens NUVIA’s U.S. footprint and enhances its capabilities in decommissioning, remediation, and nuclear lifecycle services.
Key Responsibilities
Operational Leadership• Oversee day‑to‑day company operations — including HR, finance, and recruitment — aligned with ongoing and upcoming projects, ensuring strong communication and collaboration across all functional areas. Regulatory & Safety Compliance
• Maintain full compliance with all applicable nuclear regulations and client requirements, including but not limited to NRC, DOE, OSHA, NQA‑1, and site‑specific protocols.
• Help develop, maintain, and operate in accordance with TSSD and NUVIA’s quality assurance plans and internal processes. Client Management
• Serve as the primary operational point of contact for clients, partners, and subcontractors, building strong relationships with site managers, procurement teams, and project leads to ensure projects are delivered on time, within budget, and to the highest standards of quality and safety.
• Oversee service delivery performance, promptly address issues, and drive continuous improvement initiatives.
• Contribute to contract negotiation, execution, administration, and compliance activities Workforce Management
• Support recruitment efforts to secure highly skilled professionals, including technicians, engineers, radiation protection specialists, craft labor, and project personnel.
• Oversee onboarding processes, deployment readiness, and coordination of payroll and HR‑related activities.
• Promote and enforce safe and compliant work practices across all operations. Financial & Administrative Oversight
• Assist in operational budget planning, and manage project performance, forecasting, and reporting.
• Oversee and support all payroll and invoicing activities associated with operations.
ABOUT THE ROLE
This newly created role marks an important step in supporting TSSD’s continued growth and organizational evolution. The Operations and Payroll Manager/Director will oversee the company’s day‑to‑day operations and ensure seamless coordination across functional areas. Reporting to the NUVIA North America CEO, this position will also provide leadership to a small team.
The role requires a hands‑on, operationally focused manager who is comfortable driving a broad range of responsibilities and delivering consistent, high‑quality execution across an expanding business.
QUALIFICATIONS AND EXPERIENCE
• Ability to thrive in a dynamic, fast‑paced environment.• Willingness and ability to travel regularly to client sites and nuclear facilities.
• Proven ability to manage sensitive information with a high level of confidentiality and accuracy.
• Strong communication, leadership, multitasking, and problem‑solving skills.
• Demonstrated experience overseeing operational activities within a small business environment.
• Minimum of 8 years’ experience in operations and/or business administration within staffing, workforce solutions, and/or the nuclear or energy sector.
• Experience managing project staffing or specialized workforce deployments.
• Experience in client management and client‑facing engagements, including issue escalation and resolution.
• Experience managing project financials, including revenue, gross margin, net margin, and pricing models.
• Experience managing complex, multi‑jurisdictional payroll and payroll tax compliance.
• Experience overseeing human resources functions, benefits administration, ACA compliance, and multi‑jurisdictional labor law requirements.
• Direct experience with operating or decommissioning nuclear facilities, Department of Energy nuclear sites, EPC contractors, or other nuclear/renewables/energy sector engagements is an asset.
• Familiarity with NQA‑1 programs, 10 CFR Part 26, and 10 CFR Part 50 requirements is preferred.
