IT Human Resources Liaison
Job Description and Duties
CalSTRS Technology Services is looking for a self-motivated and organized individual to join the Enterprise IT Governance Division as an IT Human Resources Liaison. This role offers an opportunity to contribute to the intersection of technology and human resources within a dynamic organization.
The Technology Services Branch is committed to providing quality and timely technical support and services to the organization. Technology Services provides resources to successfully meet the technical demands of the organization. The Technology Services' Enterprise IT Governance Division oversees the development and execution of CalSTRS IT strategic plan, guides technology decisions and investments, and ensures the effective and efficient use of technologies through IT business governance frameworks, guiding principles, and IT policies and standards. Under the direction of the Information Technology Supervisor II, IT Budgeting & Administration (ITBA) Supervisor, the Analyst ll acts as the Information Technology Human Resources Liaison and performs the more difficult, varied, and complex analytical personnel work for the Technology Services Branch. The incumbent also serves as the On boarding Ambassador, Attendance Coordinator, Training Coordinator, and provides budget expenditures and administrative support for the Branch. The Analyst ll must exercise a high degree of discretion, diplomacy, confidentiality, and initiative to take independent action to resolve issues as they arise. The ideal candidate will possess the following skills:- Experience analyzing, advising, and coordinating hiring/recruitment, on boarding, attendance/leave accounting tasks and activities to ensure accuracy and compliance with established Human Resources (HR) processes and policies, preferably within a State of California government department/entity.
- Experience with and commitment to ensuring that confidential or sensitive information is handled with care, combined with the ability to analyze and assess information to make informed decisions on what to communicate to customers.
- Experience and ability to provide customer service and communicate effectively in writing, over the phone, virtually, and in person with both internal and external customers regularly.
- Ability to build professional working relationships and work collaboratively with diverse teams.
- Experience analyzing and preparing budget forecasts and expenditure reports, reviewing vendor invoices, and working with stakeholders to resolve billing issues.
- Experience analyzing performance metrics and data, identifying risks and opportunities, and recommending process improvements in order to fulfill strategic and project initiatives.
- Strong organization, prioritization, and time management skills to handle multiple tasks and shift priorities effectively.
- Strong commitment to continuously learn and grow, work well within team and as an individual contributor.
- Knowledge and understanding of general IT functions, roles and processes.

Every 12 months, based on performance evaluation, employees may receive a 5% salary increase until they reach the maximum salary for the position.

Working Conditions
CalSTRS offers a hybrid approach including in-office and remote work solutions based on business needs.
All staff of CalSTRS are employees of the State of California and subject to California employment taxes and withholdings. Upon appointment, staff are required to provide a current California address to CalSTRS Human Resources to be used as a remote work location.
This position is not eligible for visa sponsorship. Applicants must be authorized to work in the US without the need for visa sponsorship by the start date of employment with CalSTRS.

CalSTRS Personal Trading Program
Investment Branch employees are required to participate in the CalSTRS Personal Trading Program which allows CalSTRS to monitor employees’ personal trading transactions in order to reduce risks associated with insider trading, front running, and misusing material non-public information. Upon accepting a position within the Investment Branch, you will be required to disclose your personal broker account information and be required to utilize a personal broker from a designated list as provided by CalSTRS.
Background Investigation Prior to employment with CalSTRS, a background investigation (BI) will be conducted. The BI consists of a Personal History Statement and fingerprinting through the Department of Justice. The BI will check criminal and civil records and, if applicable, verify education and check driving records. CalSTRS Disclosure Requirements This position may be subject to disclosure and disqualification requirements concerning economic conflict of interest in government work, including the Conflict of Interest Code that applies to CalSTRS team members and the Political Reform Act , which require disclosure of certain investment information and use of a designated trading platform for securities transactions, as well as filing a Statement of Economic Interest (Form 700) .
