The Position

We are currently recruiting to fill two full-time vacancies. Both positions are hybrid roles and onsite work in Santa Barbara CA is required when needed. Lodging/travel expenses are not provided. Employees of the County must reside in California. At this time this position is not eligible for visa sponsorship. Applicants must have permanent (not temporary) work authorization to work in the United States without the need for visa sponsorship by the start date of employment.

Senior Systems and Programming Analyst Data Architecture

This position plans designs and oversees the Countys enterprise data architecture; establishes data standards models and integration frameworks; ensures data quality security and accessibility across systems; provides expert consultation on data governance analytics platforms and system interoperability; may supervise professional technical staff or serve as a project or technical lead; and performs related duties as required.

Senior Systems and Programming Analyst - Workday Security

This position is responsible for establishing and maintaining security policies and end user access to our Workday system with the overall goal of enforcing the companys security policies and protecting the integrity and confidentiality of the agency information. Additionally this role will be part of a team of Workday functional and technical subject matter experts (Workday Support Organization) and will help provide configuration testing and other support of the Workday Financial and HCM modules.

Examples of Duties

  1. Plans schedules coordinates and participates in the development testing and implementation of computer applications; consults with current and proposed computer applications users on the feasibility of proposed systems and changes to existing computer applications; analyzes ongoing computerization needs; identifies alternatives; estimates cost and timing of application modifications and new systems development; proposes computer-based solutions for department operating needs.
  2. Leads or supervises the monitoring of system operations and the correction of system operations problems; develops and implements solutions to problems; confers with departmental staff vendors and technical support personnel regarding changes in operating procedures and systems design.
  3. Leads or supervises and participates in the writing of technical specifications for system and program design; leads or supervises the writing of procedures for operation and maintenance.
  4. Leads or supervises staff assigned to modify enhance or add modules to current programs; adapts purchased software systems to conform to hardware used by department and to department requirements; designs procedures for testing new and revised software; leads or supervises the testing of new and revised systems for conformance with specifications and to identify and correct problems.
  5. May review the performance of staff; provides training and assistance to assigned staff; may make recommendations regarding the hiring and disciplining of employees.
  6. Conducts formal and on-the-job training for systems users in the capabilities and use of computer software.

Employment Standards

The knowledge skills and abilities listed here may be acquired through various types of training education and experience. A typical way to acquire the required knowledge and abilities would be:

  1. Completion of 24 quarter/18 semester units of college-level courses in the principles and methods of systems analysis systems design computer program design computer programming using a language utilized by the hiring department and information system technology; and four years of increasingly responsible applications analysis experience for the type of business application and computer environments used by the hiring department; or
  2. two years of experience as an EDP Systems and Programming Analyst II with Santa Barbara County for the type of business application and computer environments used by the hiring department; or
  3. a combination of training education and experience that is equivalent to one of the employment standards listed above and that provides the required knowledge and abilities.

Supplemental Information

Selection Process

  1. Review Application to determine applicants that meet the employment standards.
  2. Supplemental Questionnaire Ranking: Applicants who meet the employment standard will have their responses to the supplemental questionnaires evaluated and scored. Candidates final score and rank on the eligibility list will be determined by the scored supplemental questions. This process may be eliminated if there are fewer than 12 qualified candidates.

Candidates must receive a percentage score of at least 70 on the Supplemental Questionnaire Ranking to be placed on an employment list. An adjustment may be made to raw scores based on factors listed in Civil Service Rule VI. Those candidates who are successful in the selection process will have their names placed on the employment list for a minimum of three months. At the time the employment list is established all candidates will receive written notice of their score on the exam(s) rank on the employment list and exact duration of the employment list. Completion of a 12-month probationary period is required.

Conditional Job Offer: Once a conditional offer of employment has been made candidate will be required to successfully complete a background check which includes a conviction history check and Live Scan fingerprinting.
