STAFF SERVICES ANALYST
This is a statewide recruitment. The office headquarters for this position will be determined based on the primary residence of the selected candidate.
Under the supervision of the Blind Field Services (BFS), Operations Manager, Staff Services Manager I, in the BFS Sacramento (central Office) District Operations Unit of the Blind Field Services, Specialized Services Division and working cooperatively with program units and supervisors throughout the District. The Procurement Analyst utilizes in-depth case service knowledge to provide training, consultation, and assistance as a single point of contact (SPOC) for Blind Field Services district procedures related to the purchasing and procurement of VR services. As the SPOC, this position evaluates plans and develops case work purchasing and procurement processes specific to Blind Field Services, consistent with federal, state and departmental rules and regulations tailored to the needs of the local area served by Blind Field Services.
The Procurement Analyst, in a lead capacity, either directly procures, or provides guidance to other staff for the procurement of the most complex off-the-shelf and specialized commodities and services that are individually based on each consumer’s goal, to enable their participation in the Vocational Rehabilitation (VR) program. Works with internal and external stakeholders, including but not limited to: the DOR Vocational Rehabilitation Service Delivery (VRSD) team; vendors, rehabilitation engineers, physicians, DOR Medical Consultants, consumers and family members; explains and provides guidance for the technological requirements, rules, and procedures of the VR procurement process. Evaluates various funding sources and assesses share of cost and required consumer financial participation for procurement of appropriate and related goods and services.
The BFS district is responsible for service delivery of Federal Title I Vocational Rehabilitation Services Program. These services assist eligible individuals in achieving their employment goals by providing training, assistive technology, supported employment and job placement support. BFS district staff will also conduct eligibility determinations for applicants for services and direct post-employment services for individuals who find jobs as a result of DOR services.
