Job Description and Duties

The authority to establish this position and make appointment is contingent upon Legislative and Governor's approval and enactment of the 2025-26 Budget Act.

Under the general direction of the Director, and general direction of the Deputy Director, Office of Financial Review, the Actuary Supervisor will serve as the actuarial advisor to executive management regarding the financial structure of health plans and pharmacy benefit managers (PBM) and related actuarial and statistical historical and emerging trends; monitor health plans for compliance with premium rate review laws, rules, and regulations and advise the Director accordingly; represent the Department statewide before the Legislature, State agencies, committees, subcommittees, task forces, insurance association work groups, other stakeholders, and the public. Perform the highest skilled actuarial work including the most complex and extensive actuarial and statistical computations; advise the Director on the financial structure of various health plans and PBM resulting from actuarial and statistical data collected; develop and review legislation impacting actuarial work; review financial statements, actuarial reports, valuation data, and premium rate review findings submitted by subordinate actuarial staff; and plan and direct the work of the Actuarial Unit’s actuarial and support staff.

Leave Program (PLP) 2025 agreement:

Effective July 1, 2025, the California Department of Human Resources (CalHR) implemented the temporary Personal Leave Program 2025 (PLP 2025). PLP 2025 directs that each employee receive a temporary reduction in pay in exchange for PLP 2025 leave credits. The temporary salary reduction percentage and the number of PLP 2025 leave credits are based on the position’s associated bargaining unit. The salary range(s) included in this job advertisement do not include the temporary salary reduction.


Working Conditions

The DMHC has locations in Downtown Sacramento and Rancho Cordova. Both locations are located close to light-rail with various amenities. The incumbent will work in a climate-controlled cubicle and/or office environment with artificial lighting.


This position may be eligible for hybrid telework. The telework schedule is permitted at the operational needs of the Department and is subject to change, consistent with the State Telework Policy and the DMHC’s Telework Policy. All employees who telework are required to be California residents and maintain California residency in accordance with Government Code 14200.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

1. Possession of an Associateship in the Society of Actuaries (ASA) and/or Fellowship in the Society of Actuaries (FSA).

2. Experience in reviewing and analyzing historical and projected claims and expenses.

3. Experience in reviewing and analyzing health insurance rate filings for large group, small group, and individual products.

4. Experience in providing actuarial opinions and projections of proposed premium rates filed by the health plan to determine compliance with statutory requirements (Health and Safety Code section 1385).

5. Experience in preforming sensitivity testing of alternative actuarial assumptions (e.g. medical trend projections).

6. Knowledge and experience in using various software, including SERFF (System for Electronic Rate and Form Filing).

7. Ability to direct senior actuaries and associate actuaries to ensure staff is properly trained to perform essential job.

8. Experience in developing, implementing and supervising training programs to ensure staff is properly trained / educated.

9. Possess a high degree of initiative, professionalism, confidentiality and the ability to interact effectively with internal and external stakeholders.

10. Understanding of federal and state legislation, statutes and regulations related to health care.

11 Strong written and oral communication skills.

12. Strong organizational skills and a commitment to producing a quality work product.

13. Ability to use tact and good judgment.

14. Ability to be flexible in response to changing workload.
