POSITION SUMMARY

PACE Energy is seeking an experienced and enthusiastic OUTREACH MANAGER to join the team! The Outreach Manager serves as the primary leader for outreach operations within the Department of Energy and Environmental Services, overseeing all contractor activities that fall within the scope of the DOE (Department of Energy) and LIHEAP (Low Income Home Energy Assistance Program) funded programs. This position is responsible for planning, executing, and managing comprehensive outreach strategies that connect eligible residents with critical energy assistance services.

The Outreach Manager will directly supervise two (2) Outreach Staff members and will be responsible for maintaining compliance with all federal, state, and contractual requirements governing DOE and LIHEAP programs. This role requires a self-motivated, community-oriented professional who excels in public engagement, technology, digital marketing, and program administration.


KEY RESPONSIBILITIES & DUTIES

Program & Contractor Oversight

  • Oversee all contractor activities and programs that fall within the scope of the Energy and Environmental Services Department, including DOE and LIHEAP contracts.
  • Monitor contractor performance, deliverables, and ensure compliance with all federal and state program regulations and contract requirements.
  • Serve as the primary point of contact between the department and all energy-related contractors and service providers.
  • Review and verify contractor invoices, reports, and documentation to ensure accuracy and compliance with program guidelines.
  • Maintain an up-to-date inventory of all active contracts within the department's scope and track key milestones and deadlines.

Staff Management & Supervision

  • Directly supervise, train, and evaluate two (2) Outreach Staff members, providing guidance, mentorship, and performance feedback.
  • Develop staff schedules, assign duties, and manage workload distribution to ensure outreach goals and program targets are consistently met.
  • Conduct regular one-on-one and team meetings to review progress, address challenges, and align on outreach objectives.
  • Identify training needs and coordinate professional development opportunities for outreach staff.
  • Complete performance evaluations and set measurable goals in alignment with departmental priorities.

Outreach Planning & Community Engagement

  • Plan, coordinate, and execute community outreach events, workshops, fairs, and informational sessions to promote DOE and LIHEAP program services.
  • Develop and implement annual outreach calendars and strategic outreach plans that align with program funding cycles and community needs.
  • Build and maintain partnerships with community organizations, faith-based institutions, local agencies, and advocacy groups to extend program reach.
  • Represent the department at community events, public hearings, and stakeholder meetings as a knowledgeable program ambassador.
  • Track and report outreach activities, participation numbers, and program impact metrics to department leadership.

Digital Marketing & Social Media

  • Develop and manage the department's social media presence across platforms (Facebook, Instagram, X/Twitter, LinkedIn, and others) to promote programs and events.
  • Create engaging, accessible, and culturally competent digital content including graphics, posts, videos, and e-newsletters for community distribution.
  • Monitor social media analytics and adjust content strategies to maximize reach, engagement, and program awareness.
  • Collaborate with department communications staff or vendors to ensure consistent branding and messaging across all outreach channels.
  • Maintain and update program websites, flyers, and printed materials to reflect current eligibility requirements and deadlines.

LIHEAP & DOE Compliance

  • Maintain a thorough working knowledge of LIHEAP federal statutes, state plan requirements, income eligibility criteria, benefit structures, and allowable activities.
  • Stay current on DOE program guidelines, funding restrictions, eligible activities, and reporting requirements applicable to departmental contracts.
  • Ensure all outreach activities and contractor engagements comply with applicable program requirements, privacy regulations, and audit standards.
  • Support program audits, monitoring visits, and reporting submissions by preparing documentation and coordinating with staff.
  • Participate in LIHEAP and DOE grantee meetings, webinars, and training events to maintain regulatory competency.

Technology & Reporting

  • Utilize program management software, databases, and case management systems to track client engagement and program outcomes.
  • Prepare and submit regular reports on outreach activities, contractor performance, and program data to department leadership and funding agencies.
  • Leverage technology tools including Microsoft Office Suite, data visualization tools, video conferencing platforms, and content management systems.
  • Assist in the implementation and adoption of new technology tools that improve outreach effectiveness and program delivery.

QUALIFICATIONS

Education

  • Bachelor's degree in Social Work, Public Administration, Communications, Environmental Studies, Community Development, or a closely related field.
  • An equivalent combination of education, training, and directly related experience may be considered in lieu of a degree.

Experience

  • Minimum of three (3) years of experience in community outreach, social services, public programs, or a directly related field.
  • At least one (1) year of supervisory or lead experience overseeing staff, volunteers, or contractors.
  • Demonstrated experience working with federally funded programs, with preference given to LIHEAP, DOE, WAP (Weatherization Assistance Program), or similar energy assistance programs highly desirable
  • Proven experience planning and executing outreach events, community engagement campaigns, or public education programs.

Knowledge, Skills & Abilities

  • Strong understanding of LIHEAP eligibility requirements, program restrictions, benefit delivery methods, and federal reporting obligations highly desirable
  • Knowledge of DOE program guidelines, contractor requirements, and compliance standards applicable to energy assistance and weatherization programs highly desirable
  • Proficiency in social media marketing and digital content creation, with demonstrated ability to grow engagement and program visibility online.
  • Excellent public speaking, presentation, and facilitation skills — must be comfortable presenting to diverse audiences including seniors, low-income families, and community stakeholders.
  • Strong interpersonal skills; must be a genuine people person with the ability to build trust, rapport, and lasting community relationships.
  • High proficiency in technology, including Microsoft Office 365, database systems, social media platforms, virtual meeting tools (Zoom, Teams), and content design tools (Canva, Adobe, or equivalent).
  • Strong organizational and project management skills with the ability to manage multiple priorities and meet deadlines.
  • Ability to communicate clearly and effectively in both written and verbal form with diverse populations, community partners, and agency leadership.

PREFERRED QUALIFICATIONS

  • Master's degree in a related field.
  • Prior experience managing DOE or LIHEAP contracts or subcontracts.
  • Certification in program management, nonprofit management, or community development.
  • Experience with grant reporting, monitoring, or compliance reviews.
  • Familiarity with weatherization, energy efficiency, or low-income housing programs.
  • Experience using LIHEAP or energy assistance intake/case management software.

OTHER REQUIREMENTS & WORKING CONDITIONS

  • Primary work location is on-site within the Department of Energy and Environmental Services office.

  • Regular travel within the community for outreach events, site visits, and contractor meetings is required.

  • Evening and weekend work may occasionally be required to support community outreach events.
  • Work involves frequent interaction with the public, community organizations, and various stakeholders.
  • Must pass a employment and professional reference check

  • Must possess Driver’s License and the use of an automobile with adequate insurance coverage as local travel may be required on occasion as needed
