Job Description and Duties

Do you want to support the ecological and economic well-being of the largest estuary on the West Coast? The Sacramento-San Joaquin Delta Conservancy (Conservancy) is seeking an experienced analyst to develop and administer contracts and administer grants. In addition to contracts and grants, the Analyst II will serve as the Board Liaison, develop and remediate accessible digital content, will be the backup to the Communications Analyst with communications and Information Technology (IT) requests, and work on special projects. In this position you will:

  • Work closely with management and program staff to research, analyze, develop, and administer contracts and solicitations.
  • Manage and administer grant agreements.
  • Serve as the Board Liaison for the Conservancy.
  • Review and remediate for accessibility public-facing documents, forms, and website content.
  • Assist with communications and Information Technology (IT) requests.
  • Aid Conservancy staff and management with special projects.

Under the direction of the Supervisor I, the Analyst II independently performs complex analytical work in the areas of contracts and grants and Board Liaison for the Sacramento-San Joaquin Delta Conservancy (Conservancy); develops and remediates accessible digital content; assists with departmental communications; works on special projects; and serves at the backup to the Chief Information Officer (CIO) utilizing knowledge of the State Contracting Manual (SCM), State Administrative Manual (SAM), Financial Information System for California (Fl$Cal), the Agency Bond Consolidated Reporting System (ABCRS), and applicable laws, rules, and regulations.

This position is designated under the Conflict of Interest Code. The position is responsible for making or participating in the making of governmental decisions that may potentially have a material effect on personal financial interests. The appointee is required to complete Form 700 within 30 days of appointment and once per year.

This position may require travel.

Special Requirements

EXPERIENCE:
  • Administering grants and/or contracts and knowledge of state contracting requirements.
  • Serving as a board liaison, board member, or participating on a board.
  • Using FI$Cal (Financial Information System for California) Agency Bonds Consolidated Reporting System (ABCRS), and Resources Agency Project Tracking and Reporting (RAPTR) System.
  • Developing and remediating accessible digital documents, forms, and website content.
  • Preparing, reviewing, researching, analyzing, and acting on a variety of complex reports, documents, and correspondences.
  • Managing, updating, and drafting procedures.
  • Working with other state, federal, and local agencies, and various stakeholders.
  • Managing social media platforms.
  • Managing web pages using WordPress.
  • Using Microsoft Office Suite products such as Excel, Word, PowerPoint, Outlook, Teams, and SharePoint.
  • Acting as an information technology liaison or Information Officer.
