Under the administrative direction of the Tax Branch Deputy Director, the Chief of Tax Processing and Accounting Division (TPAD) is responsible for front-end processing and employer account management functions for the EDD. In this role, the Chief plans, organizes, facilitates, and evaluates the activities of the Registration and Rate Program (RRP), Taxpayer Education and Assistance (TEA) program, and Post Processing Operations (PPO). The Chief establishes and carries out the Division’s mission, in alignment with Tax Branch and Department objectives; actively participates as a member of the Tax Branch Executive Team (BET) in establishing policy and direction for the Branch; provides guidance and consultation to subordinate managers; works with Division management to develop goals and monitor outcomes of the RRP, TEA, and PPO programs; serves as the department’s representative in working with other tax agencies including the Franchise Tax Board, California Department of Tax and Fee Administration, Internal Revenue Service, employers, and the public to resolve or respond to problems and requests for information and assistance; effectively manages and controls the Division's budget and staffing resources.
