Supervisor
Job Description and Duties
Under general directions from the Supervisor II and utilizing knowledge of the laws of the State of California, fiscal accounting rules and regulations contained in the State Administrative Manual, the Uniform Codes Manual, governmental accounting principles, and procedures prescribed by the State Controller’s Office, the incumbent provides leadership and plans, directs, and evaluates the work of staff engaged in the administration multiple programs. The incumbent is required to maintain consistent regular attendance and perform the full range of duties.
Duties Performed:

- Monitor accounting transactions and output from the accounting systems and Fi$Cal for timeliness and accuracy. Review monthly reconciliations and the financial reports to ensure accuracy.
- Monitor non-accounting functions to ensure timeliness and accuracy.
- Ensure billings are prepared and mailed timely.
- Monitor the timeliness and quality of responses to customer inquiries and assist staff with problem resolution.
- Participate as a leader on improvement projects that involve the accounting and billing activities of the unit. Coordinate with staff from the Information Systems Division, Fi$Cal, and division IT, to enhance or modify automated system and/or processes when necessary.
- Oversee the development and implementation of unit procedures and policies and cross-train staff within the unit to ensure that each function can be performed when primary staff are unavailable.
- Participate as a member of the management team in developing solutions to bureau issues, changes in accounting systems, policies, procedures, and/or business plans.
- Review and approve work schedules and time sheets.
- Responsible for the recruitment process.
- Foster individual growth through coaching and mentoring; collaborate with staff to identify staff goals; evaluate staff performance on a regular basis; and complete items such as expectations, probation reports, performance appraisals, individual development plans, merit salary adjustments, and disciplinary actions in a timely manner.
- Conduct bi-weekly one-on-one meetings and weekly unit meetings.
- Evaluate employee performance and prepare probation reports and annual performance reviews timely. Provide regular feedback to staff on performance. Recruit and hire staff in accordance with division policies and procedures. Take an active role in staff development.
- Work with the section’s management to prepare budget change proposals, requests for legal opinions, and legislative proposals.
- Monitor and track workload to identify resources needed and business process improvements.
- Monitor and track work product and schedules to ensure accuracy and timeliness.
- Assess current processes and collaborate with staff to update and implement adequate internal controls to protect the state’s assets.

Working Conditions
This position is located at The Park, a quaint and historical campus environment two blocks from McKinley Park, in the heart of residential East Sacramento. This position is eligible for hybrid telework under California Government Code Section 14200 for eligible applicants residing in California. All telework schedules are subject to change and may be reevaluated at any time. Specific telework arrangements may be discussed in more detail with the respective hiring manager. Telework does not change the terms and conditions of employment, the essential functions of job duties, or required compliance with the State Controller's Office policies. In July 2025, the State of California implemented the Personal Leave Program (PLP) 2025. This program temporarily reduces employees’ monthly base pay in exchange for paid leave credits. This position is subject to PLP 2025 and will have a monthly base pay reduction of 3% in exchange for 5 hours of leave credits through June 2027.
