Job Description and Duties

The Division of Flood Operation’s mission is to prevent loss of life and reduce property damage caused by high water and floods. Through a combination of field and office work, the Statewide Flood Response Unit supports this mission by ensuring Department of Water Resources (DWR) staff are trained and equipped with the resources they need to prepare for and respond to flooding statewide. Under direction of the unit manager, this position leads emergency response training for staff department wide; plans, designs, and facilitates flood emergency exercises such as drills, tabletops, and functional exercises; maintains and improves the emergency preparedness and response training program; assists with management of emergency response contacts; assists with stewardship of DWR’s flood fight material stockpiles across the state through procurement and inventory assessments; supports the State-Federal Flood Operations Center, and coordinates with federal, State, and local agencies, consultants, contractors, and DWR staff, including Incident Management Teams.

We seek candidates with knowledge of the California Water Code Section 128, the Standardized Emergency Management System, the Incident Command System, and a general understanding of the State’s flood control systems. The ideal candidate will have training/teaching, planning, and management skills; demonstrate excellent verbal and written communication skills; work effectively in a multi-disciplinary team environment; work with emergency response agencies and stakeholders representing various interests; and exercise good judgment.
