Analytical and Training & Procedures Manager
Job Description and Duties

Under the general direction of the Administrator II in the Information Validation Section (IVS), and as a member of the Section's leadership team, the incumbent will work with the IVS Management team, Bureau-wide staff, and EDR Project staff, including the Solution Provider, in directing the activities of the IVS Training and Analysis teams in managing all training activities and analytical needs related to the ongoing operation and improvement of the Return Analysis (RA) processing system. Working with staff throughout the Enterprise, duties include:
1. Directly oversee a team of analysts by providing guidance and direction to facilitate work-flow and ensure optimum section efficiency and effectiveness.
2. Indirectly oversee the IVS training team through a Tax Program Supervisor. Working with section management and members of the team to ensure staff receive the appropriate amount and type of training.
3. Coordinate the sections for non IVS training needs; develop long-range training strategies and plans which support the section's goals and hiring plans; select, train, coach, and mentor subordinate staff; evaluate performance and provide career counseling and development; foster a work environment that promotes open communication and teamwork, and prepare annual and probationary reports.
4. Oversee the preparation of various issue papers, project plans, project reports and other written reports as necessary; assist in the analysis, development and administration of the Section's operational, resource and budgetary plans; participate in the areas of recruitment, interviewing, hiring, training, staff development, and workload management; assist in identifying resources and hiring needs, and act as the Assistant Section Manager when needed.
5. In partnership with the IVS Management team, represent the Section and Bureau on various enterprise-wide teams including team related to Return Analysis, provide input regarding business requirements, participate in design and testing sessions; and work with leadership team on the development of a communication and change management training plan, as needed, for the Section.
