5. Position Summary
The Nurse Manager II, Operating Room is responsible for leading and overseeing the operations of the surgical services department within a 24/7 acute care hospital environment. This position provides clinical and operational leadership across multiple units or locations, ensuring safe, high-quality patient care delivery while maintaining compliance with regulatory standards. The Nurse Manager II develops and implements best practice models, manages resources effectively, supervises clinical and non-clinical staff, and collaborates with interdisciplinary teams to achieve optimal patient outcomes. This role requires both clinical expertise and strong business acumen to drive operational excellence and support organizational strategic initiatives.
6. Must-Haves
- Bachelor of Science in Nursing (BSN) degree (Master's degree in Nursing preferred)
- Current Registered Nurse License in the State of California
- Basic Life Support (BLS) Certification
- Minimum 5 years of experience in patient care delivery
- Minimum 5 years of experience in business operations, clinical healthcare, or a directly related field
- Minimum 4 years of experience in a formal leadership role
- Acute care hospital operating room experience required
- CNOR (Certified Nurse Operating Room) certification preferred
7. Primary Functions
Leadership and Talent Development:
- Create and advocate for developmental opportunities for staff members
- Hire, train, and develop nursing talent aligned with organizational growth opportunities
- Set performance management guidelines and expectations across teams
- Conduct performance evaluations, provide coaching, and manage performance improvement plans
- Strategically evaluate talent for succession planning purposes
Clinical Operations and Care Delivery:
- Lead implementation of best practice models and evidence-based care delivery systems
- Maintain clinical expertise and provide clinical supervision to ensure competency and licensing compliance
- Oversee patient care delivery across multiple locations, ensuring alignment with quality and safety standards
- Delegate tasks appropriately based on scope of practice
- Collaborate with physicians, healthcare providers, and interdisciplinary team members to achieve optimal patient outcomes
- Investigate and resolve patient, family, and member concerns regarding care and services
Resource and Operations Management:
- Manage designated units or teams by translating business plans into tactical action items
- Proactively monitor and manage resource needs to ensure appropriate assignment and utilization
- Oversee the use, maintenance, and inventory of equipment, supplies, and medications
- Develop and monitor departmental payroll and non-payroll budgets
- Identify and implement cost control and reduction strategies
- Manage administrative functions supporting patient care operations
Regulatory Compliance and Quality Improvement:
- Ensure compliance with the Nursing Practice Act, The Joint Commission standards, and federal, state, and local requirements
- Drive continuous improvement of quality and safety in clinical practices and operations
- Design and implement systems to evaluate and improve patient care
- Develop and maintain emergency preparedness and recovery plans
- Ensure staff training and understanding of emergency expectations
- Design survey readiness activities and maintain regulatory compliance standards
Strategic Planning and Change Management:
- Lead long-term cross-functional strategic projects focused on quality, service, affordability, and operational efficiency
- Develop and implement data-gathering and analysis plans aligned with regulatory guidelines
- Lead multidisciplinary teams on complex initiatives with significant program impact
- Implement organizational change initiatives and stay current with industry best practices
- Share best practices within and across teams and departments
Team Leadership and Communication:
- Foster open dialogue and collaboration within and across teams
- Motivate teams to meet business objectives
- Communicate departmental goals and objectives clearly to all staff
- Align team efforts and build accountability for achieving results
- Remove obstacles impacting performance and guide contingency planning
8. Required Skills
- Patient Care Delivery Management: Ability to oversee and optimize patient care delivery systems, protocols, and practices within acute care surgical settings
- Healthcare Operations Management: Proficiency in managing complex operational systems, workflows, and processes within a 24/7 hospital environment
- Team Leadership and Performance Management: Demonstrated ability to lead, motivate, develop, and evaluate nursing and support staff, including performance management and disciplinary processes
- Regulatory Compliance: Knowledge of The Joint Commission standards, Nursing Practice Act, and federal, state, and local healthcare regulations
- Budget and Financial Management: Strong skills in budget development, monitoring, cost analysis, and financial forecasting
- Quality Improvement and Patient Safety: Experience implementing quality improvement methodologies, root cause analysis, and patient safety initiatives
- Strategic Planning and Project Management: Ability to develop and execute strategic plans, lead complex projects, and manage timelines and deliverables
- Emergency Preparedness Planning: Experience designing and implementing emergency preparedness programs and disaster recovery plans
- Staff Development and Training: Ability to identify training needs, design programs, and develop staff competencies
- Cross-Functional Collaboration: Strong ability to work effectively with physicians, external healthcare providers, and interdisciplinary teams
- Data Analysis and Reporting: Proficiency in developing reports, analyzing performance metrics, and using data to drive decision-making
- Change Management: Experience leading organizational change initiatives and helping teams adapt to new processes and systems
