Job Description and Duties

Under the direction of the Manager II, Chief of the Apprenticeship & Workforce Innovation Unit, the Manager I (Partnership Development Branch Chief) directs the activities of the Partnerships Team. The Manager I will be responsible for the overall management of the Partnerships Team. Direct and manage information gathering, analysis, and recommendations on new program development pertaining to apprenticeship expansion, regional leadership, and industry partnerships. Provides high-level outreach workforce expertise and technical assistance, supporting workforce apprenticeship initiatives, and identifying and promoting best practices and lessons learned in program development at the state, regional, and local levels to increase equitable access for registered apprenticeship programs in California.

Working Conditions

The incumbent works 40 hours per week in an office setting or working from home. Current DAS policy is working from the office or the field at least 2 days/week. The office is in an air-conditioned, high-rise building with elevator access, cubicle with natural and artificial lighting. Occasionally attend committee meetings and outreach events; collaborate with staff statewide to complete work assignments. Occasional travel will be required.

The position requires the ability being in a stationary position for long periods of time. Work at a computer, move or transport office items in a safe manner. Transports documents to court, meetings, conferences, etc. The incumbent must demonstrate the ability to use email, desktop applications, and any other software to complete tasks.

Special Requirements

The SOQ should contain no more than two pages highlighting your experience of the following:


1. Describe your experience with apprenticeships, with particular comment to promoting, marketing, or developing apprenticeship programs.

2. Describe a personal experience preparing for a sales or marketing demo and the exact steps you took to prepare. What parts do you enjoy, and what parts do you find challenging?

3. Describe a time when your team was struggling. What specifically did you do to support them, what leadership strategies did you implement, and what outcome were you most proud of?

4. Explain a sales or marketing campaign that didn't go as expected. What surprised you, what did the data show, and how did you navigate the situation?

The incumbent is expected to communicate effectively with team members and program leaders and to foster a culture that supports the mission and vision of the Division of Apprenticeship Standards (DAS). Provide outstanding customer service to stakeholders.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Partnership lifecycle management – The ability to strategize an end-to-end process of building, maintaining, and optimizing partnerships so they deliver measurable value over time.
  • Knowledge of market dynamics – Understand how variables and demands within a market intereact, shift, and influence outcomes.
  • Project Management skills – The ability to define tasks and milestones to achieve objectives, while ensuring the optimal use of resources to meet those objectives. Experience managing a team towards project completion.
  • Apprenticeship knowledge – Experience with registered apprenticeship and a knowledge of the process of apprenticeship program and apprentices registration, either internally or externally with DAS.
  • Collaboration skills– The ability to get along and interact positively with coworkers and build a positive team environment, inspiring folks to work towards a common goal.
  • Communication and conflict resolution skills – The ability and willingness to clearly communicate, delegate responsibility, and coach others to develop their capabilities. The ability to prevent, manage, and/or resolve conflict.
  • Strong written and presentation skills – Executive level clarity, inspiration, guidance, and summaries tailored for intended audiences.
  • Organizational and analytical strategy – Experience evaluating processes, analyzing data, resource planning, and measuring performance metrics to achieve organizational goals.
  • Hiring experience – Experience recruiting, interviewing and hiring candidates.
