Job Description and Duties

Under the general direction of the Internal Budget Office Department Resource Unit Administrator II, the incumbent is responsible for planning, organizing, and managing the complex duties of the Department Resource Oversight Unit. The incumbent duties will include supervising analysts who perform financial resource allotments and analysis, and personally performing complex and sensitive work related to Franchise Tax Board (FTB) tax and non-tax personal services and operating expenses & equipment (OE&E) budget, commonly referred to as Schedule 3. The incumbent frequently communicates with the Divisions' Budget Offices to help establish departmental allotments, baseline budgets and monitor actual spending, and provides reports to senior management regarding the fund condition. The incumbent is responsible to respond to inquiries as they relate to FTB Tax and Non-Tax resources and acts as the subject matter expert. As the first line supervisor, the incumbent uses their leadership skills to develop staff and provide them direction and guidance to resolve difficult technical resource problems. For all duties, the incumbent established and maintains cooperative working relationships with those contacted in the course of work, speaks and writes effectively, and analyzes situations accurately to develop an effective course of action. Working Conditions
- This position requires 4 or more days in the office per week. It is designated office-centered and may be eligible for some remote work based on departmental guidelines and operational need.

- Effective written and verbal communication skills

- Knowledge of Franchise Tax Board’s organization, budgeted programs, and operations
- Knowledge of the interrelationships between FTB Divisions and their business processes and program activities

- Experience using FI$CAL application for Purchase Order (PO) coding validation and other research
- Experience in Accounting, Budgeting, and/or Financial services
- Proficiency in Microsoft tools such as Word, PowerPoint, and Excel
- Knowledge of FTB tax and non-tax personal services and operating expenses & equipment (OE&E) Budget process
- Knowledge of account coding as related to FTB OE&E allotments
- Experience in analyzing the Fund Condition Report (FCR) and Schedule 3 processes or similar standard financial and regulatory reporting requirements
- Ability to use quantitative skills and analyze data to prepare reports, tables and charts that present results of analysis
- Ability to analyze information and draw sound conclusions
- Ability to manage and shift priorities and/or workloads to meet quick turnaround time frames
- Ability to be positive, self-motivated, enthusiastic, and flexible
- Ability to work independently with minimal guidance and in a team environment
- Ability to demonstrate strong initiative, exercise tact and good judgment, and maintain a high degree of confidentiality in performing tasks
