Job Description and Duties

Note: Effective July 1, 2025, a 3% salary reduction is in place under the Personal Leave Program (PLP), with 5 hours of Personal Leave Credit earned monthly in exchange. This program is subject to change based on union agreements and state budget policy.

Under the general direction of the Deputy Director of the Housing Policy Development Division (HPD) and the Assistant Deputy Director for the Housing Accountability Unit, the Manager II oversees the Housing Accountability Unit’s technical assistance, education, and enforcement activities related to land use and planning laws, transit-oriented development laws, and housing element implementation. The Manager II collaborates closely with division leadership and program staff to ensure alignment on key initiatives, maintain clear communication, and incorporate feedback into policy and accountability strategies.

Under California Government Code Section 14200, this position is eligible for hybrid telework and may be eligible for full-time remote work in some circumstances and/or time-periods, at the sole discretion of the Department. Telework-eligible applicants must reside in California. Headquarter location will be designated based on the selected candidate's primary residence location. This is subject to change if HCD's criteria is met.

Confidentiality

HCD Disclosure Requirements

Selected candidates may be subject to rules imposed by a Conflict of Interest Code that apply to HCD employees, which may require filing a Statement of Economic Interest (Form 700).

HCD conducts pre-employment background checks on all new to HCD or returning to HCD candidates. This position requires a background check to be conducted in California and cleared prior to being hired.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Experience supporting and managing politically sensitive or high-profile housing programs, especially housing accountability actions, compliance reviews, and enforcement workflows.
  • Ability to build and maintain collaborative relationships with local governments, state agencies, advocates, developers, and legislative staff, particularly on housing issues.
  • Experience representing an organization in high - visibility settings, such as legislative hearings, stakeholder meetings, and partnerships with local jurisdictions, particularly on housing policies, programs, or accountability initiatives.
  • Experience managing complex housing policy development, including drafting, reviewing, and implementing statewide housing policies, guidance documents, and regulations.
  • Experience organizing team efforts, monitoring progress, and helping ensure completion of unit assignments or project tasks in a timely and effective manner.
  • Excellent communication skills, including the ability to present complex housing policy issues clearly to executive leadership, policymakers, stakeholders, and the public.
