- Develop and manage a detailed project work plan for the Regional ADV and Anchor-Out Program, including tasks, milestones, deliverables, decision points, schedules, progress updates, meeting materials, meeting notes, action items, and task tracking.
- Review and synthesize existing materials related to the Regional ADV and Anchor-Out Program, including workshop materials, meeting notes, survey results, stakeholder input, internal memoranda, policy research, case studies, inventories, and related program materials. The consultant will identify key findings, recurring themes, information gaps, unresolved questions, and major funding, policy, legislative, jurisdictional, and governance considerations.
- Design and support a targeted stakeholder engagement process, including outreach strategy, stakeholder mapping, meeting and workshop design, agenda preparation, facilitation of virtual and in-person meetings, and coordination with public and private sector partners such as federal, tribal, state, regional, and local agencies, harbormasters, marina operators, marine patrol, nonprofit organizations, advocacy groups, and interested community members.
- Develop a draft framework for a Regional ADV and Anchor-Out Program that defines the core problem, program purpose, goals, intended outcomes, roles and responsibilities, governance and operational gaps, program structure options, phasing, funding approaches, staffing needs, prevention strategies, coordination strategies, early intervention strategies, and near-term and long-term implementation needs.
- Prepare a final written roadmap or feasibility framework that summarizes the work completed under the contract and provides practical next steps for advancing or testing a Regional ADV and Anchor-Out Program. The final deliverable will summarize the problem, key findings, stakeholder input, major barriers, program design considerations, policy and governance issues, funding and operational considerations, and recommended next steps. The final product is intended to support BCDC leadership, staff, external partners, and a potential Budget Change Proposal process in 2027.
Minimum Qualifications:
Bachelor Degree in related field
12-years or more of experience as a project and program manager for large-scale clients and preferred in government sector which shall include:
- Minimum five years of experience developing strategic planning documents, implementation roadmaps, feasibility frameworks, program designs, or similar policy-related planning documents.
- Experience supporting public-sector, policy-oriented, regional, environmental, coastal, marine, or local government organizations.
- Demonstrated experience facilitating meetings, workshops, stakeholder discussions, and executive or board/commission-level conversations.
- Strong project management skills, including development of work plans, schedules, milestone trackers, action item logs, meeting materials, status updates, and final deliverables.
- Strong research, analysis, writing, and synthesis skills, including ability to summarize stakeholder input, identify major themes, document gaps, and develop actionable recommendations.
- Ability to work with executive leaders, agency staff, Commissioners, public agencies, and diverse external stakeholders in a collaborative and time-sensitive environment.
- Must be qualified/eligible to do business in California, if contracting directly.
Preferred Qualifications
- Experience with regional governance, interagency coordination, program design, public policy implementation, or multi-jurisdictional initiatives.
- Experience with coastal, marine, environmental, harbor/marina, public safety, enforcement, or abandoned/derelict vessel issues.
- Experience developing funding strategies, staffing models, governance options, roles and responsibilities matrices, and phased implementation roadmaps.
- Familiarity with San Francisco Bay Area public agencies, local governments, shoreline management, marine operations, or environmental planning.
- Experience preparing briefing materials, executive summaries, commissioner/board updates, and presentation-ready materials.
