Assistant Division Chief, Industrial Strategies Division
Job Description and Duties
The California Air Resources Board’s (CARB), Industrial Strategies Division (ISD) is seeking a dedicated, experienced professional to serve as Assistant Division Chief (ADC), working under the general direction of the Division Chief (DC). The ADC will assist in planning, organizing, and directing the activities of ISD; will advise the DC on program and administrative policy matters relating to division responsibilities; and will work with the DC and Executive Office to strategically plan current and expanding program work. The ADC assists provides direction and decision-making for programs; coordinates the activities of the division with those of other divisions and the Executive Office; assists in determining division policies and procedures; obtains, monitors, and allocates available budgetary and personnel resources within the division; consults with the Division Chief, Branch Managers and other members of executive management regarding policy and program development and evaluation; completes and directs special projects as requested by the Division Chief, Executive Officer, or the Board Members; and acts as DC in the Chief's absence.
The ADC must possess advanced knowledge of California's climate change and air quality programs and have familiarity with major programs implemented by ISD including but not limited to: California's Cap-and-Trade Program; the Assembly bill (AB 32) Scoping Plan; emissions reporting programs; Short-Lived Climate Pollutants Strategy; Low Carbon Fuel Standard; conventional fuels programs; energy, agriculture and waste sector programs; environmental justice-related activities including the Environmental Justice Advisory Committee; and Natural and Working Lands and Carbon Management Programs. The ADC will have direct responsibility over several branches within ISD, the exact division of labor and responsibilities to be determined by the DC. The ADC must possess the experience and skills needed to prepare and deliver written and verbal communications at the highest levels to support a large suite of division programs and must have experience working with the legislature and legislative offices.

Working Conditions
This position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the agency's discretion and is based on the California Air Resources Board’s (CARB) current telework policy. While the CARB may support telework, some in-person attendance is also required.
The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria outlined in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position’s designated headquarters location at their own expense, as indicated on their duty statement.
Effective July 1, 2025, the California Department of Human Resources (CalHR) implemented the Personal Leave Program 2025 (PLP 2025). PLP 2025 directs that each employee shall receive a 3 percent reduction in pay in exchange for 5 hours PLP 2025 leave credits, monthly. The salary range(s) included in the job advertisement do not reflect the 3 percent reduction in pay.

Desirable Qualifications
In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
• Managerial experience and demonstrated leadership, creativity and sound judgement in directing a group of multi-disciplinary professionals to implement a complex sensitive program.
• Experience successfully managing projects and staff, including working across organizational units, and accomplishing project objectives within schedule and budget.
• Knowledge of progressive disciplinary processes and ability to effectively address staff performance issues.
• Experience formulating and implementing sound policy recommendations that integrate technical engineering, scientific, economic, environmental and legal considerations, including knowledge of the State rulemaking process.
• Well-developed interpersonal skills and the ability to communicate effectively both orally and in writing.
• Knowledge and expertise in the policy issues and challenges associated with developing and implementing a variety of control measures for emissions sources and program areas, including, but not limited to climate change and greenhouse gases, criteria pollutant, air toxics, diesel particulate matter risk reduction, motor vehicle fuels, and stationary energy and industrial sources.
• Detailed knowledge of how state and federal governments function, including knowledge of state budget, human resources, Equal Employment Opportunity and other administrative processes.
• Experience establishing and maintaining effective working relationships with senior representatives of regulated facilities, environmental groups, the Legislature, media organizations, and government agencies.
• Experience fostering an inclusive workplace where diversity and individual differences are leveraged to meet the organization’s mission.
• General understanding and awareness of multicultural protocols and sensitivity to cultural differences
Possesses a driver license and maintain a good driving record.
