This position is part of the Defense Security Cooperation Agency. The incumbent will be responsible for serving as the Defense Security Cooperation University (DSCU) Student Operations Program subject matter expert (SME) with responsibilities for the oversight of education and training programs and services.

Duties
As a LEAD EDUCATION SERVICES SPECIALIST at the GS-1740-13 some of your typical work assignments may include:
- Provides academic advisement for the Security Cooperation Workforce and administers and manages the Security Cooperation (SC) professional development goals of military and civilian Security Cooperation Workforce (SCW).
- Focal Point and subject matter expert of the International Military Student (IMS) program, a DoD mandated program for schools providing education and training to international military and civilian students, overseeing budget and manpower.
- Represents Agency, Defense Security Cooperation University (DSCU) President and Student Operations with a variety of Security Cooperation organizations, agency leadership, military service training managers, student-service organization, installation lodging and other key stake holders in briefing and meetings.
- Briefs and advises leadership on the status and needs of the education program andpromotes program acceptance and participation.
- Serve as coach, facilitator; and/or negotiator in coordinating team initiatives and in consensus building activities among team members.

Qualifications
You may qualify at the GS-13, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service:
- Forecasting, managing and administering resources and manpower
- Using oral and written communication to provide information to stakeholders
- Mentoring, coaching and assisting team members in identifying problems and finding variable solutions
- Researching, analyzing and evaluating data
- Building a diverse network of internal and external stakeholders
- Experience with Cornerstone on Demand, Blackboard, and other Student Information Systems and Learning Management Systems preferred
B. Degree: that included or was supplemented by at least 24 semester hours appropriate to the position to be filled in one or a combination of the areas described below. At least one course must have been from (1) or (2) below.
- Tests and measurement: Study of the selection, evaluation, administration, scoring, interpretation, and uses of group and individual aptitude, proficiency, interest, and other tests.
- Adult education: Study of the adult as a learner, teaching-learning theories for adults, models and procedures for planning, designing, managing, and evaluating adult learning activities.
- Educational program administration: Study of the foundation and methods in organizing for adult and continuing education programs.
- Curriculum development or design: Study of the principles and techniques for development of curricula for adult or vocational education programs.
- Teaching methods: Study of teaching strategies and learning styles of the adult learner.
- Guidance and counseling: Study of the purposes and methods in counseling and guidance, the role of the counselor in various settings, approaches to counseling, and the uses of tests in the counseling situation.
- Career planning: Study of career development, learning activities, systems, approaches, program coordination, use of educational and community resources, and vocational counseling systems.
- Occupational information: Study of theories of occupational choice and vocational development and their application to the guidance process. Identification and utilization of various types of occupational information and resources.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
FOREIGN EDUCATION may be qualifying if a private organization specializing in interpreting foreign education programs has deemed the foreign education equivalent to that gained in an accredited U.S. education program or a U.S. accredited college or university has given full credit for the foreign courses.
Unofficial transcripts from U.S. Department of Education accredited colleges, universities, schools, or institutions listing your name, the name of the school, the date and degree awarded, and the list of classes and credits earned are acceptable for the application process. If selected, official transcripts are required before a firm job offer is made. A photocopy of your degree/diploma is not acceptable.
When relying on foreign education, submit transcripts and a copy of the equivalency evaluation results letter with a course-by-course listing. Incumbent must attain DoD Security Cooperation Workforce (SCW) Certification and complete related continuous learning requirements in accordance with the National Defense Authorization Act (NDAA) 2017, Title 10 United States Code, Section 384 and Security Cooperation Workforce Certification Program 2.0 requirements. Must complete DoD SCW Basic-level certification courses within one year. Requirements for Proficiency Level 1 - At least 1 year of successful SC work experience with a performance appraisal rating of 3 or better. Must complete DoD SCW Foundational level certification requirements within one year of entering the SC position. In addition, 40 hours of continuing education (CUE) every two years.
