Classification & Pay/RTW Manager
Job Description and Duties
Under the general direction of the Supervisor II, Chief, Human Resources Branch, the Supervisor I (Sup I) is the first-level supervisor responsible for the Classification & Pay/RTW Unit in the Human Resources Branch at the California Civil Rights Department (CRD). The Classification & Pay/RTW Unit is responsible for processing CRD’s job announcements and providing direction regarding classifications, salaries, appointments, position control, etc. The Sup I directly supervises a team of analytical staff and performs the most difficult or sensitive work while upholding the State’s Classification Plan and merit-based hiring process. The Sup I is responsible for effectively ensuring personnel practices are in accordance with the appropriate California laws, rules, regulations, policies, and CRD objectives. The Sup I is also responsible for managing the Return-to-Work and Workers’ Compensation programs and ensuring disability leaves, reasonable accommodations, and FMLA/CFRA requests are processed in a timely manner.
In July 2025, the State of California implemented the Personal Leave Program (PLP) 2025. This program temporarily reduces employees’ monthly base pay in exchange for paid leave credits. This position is subject to PLP 2025 and will have a monthly base pay reduction of 3% in exchange for 5 hours of leave credits through June 2027. The salary ranges shown on this job posting do not reflect the salary reduction.

- Requires ability to effectively handle stress, and work in a noisy and fast paced environment.
- Requires daily use of a telephone, computer, monitor, keyboard, mouse in a workstation for 6.5 to 7 hours per day.
- Requires ability to complete tasks that require reaching, bending, grasping, and making repetitive hand movements in the performance of daily duties.
- Requires prolonged sitting and/or standing in a workstation for 6.5 to 7 hours per day.
- Requires punctual and regular attendance.
- Requires occasional driving to conduct state business.

Desirable Qualifications
In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
- 2-3 years of work experience in the Human Resources area of Classification and Pay.
- 1-2 years of work experience in the Human Resources areas of Return-to Work and/or Workers’ Compensation.
- Work experience supervising a multi-disciplinary team.
- Ability to track and prioritize multiple assignments/projects with competing deadlines.
- Ability to adapt to changing priorities.
- Strong verbal and written communication skills
- Excellent customer service skills

Supervisor I
A Statement of Qualifications (SOQ) is required and must be submitted with your application. The SOQ is a narrative discussion of how the candidate’s education, training, experience, and skills meet the desirable qualifications and demonstrate the candidate’s ability to perform the job duties listed in this bulletin.

3. Give an example of when you worked multiple assignments with competing deadlines. How did you prioritize and manage your time effectively to ensure assignments were completed timely?
