Associate Governmental Program Analyst
Job Description and Duties
With direction provided by a Staff Services Manager I in the Training and Special Projects Unit of the Unclaimed Property Division (UPD) of the State Controller's Office, the incumbent performs complex analytical duties, acts as a resource on projects, and provides consultative services related to the Unclaimed Property Program. The incumbent also acts as a resource in the development and implementation of policies, procedures, and curriculum to train and develop staff.
Duties performed: (Candidates must have the ability to perform the following essential functions with or without reasonable accommodations.)- Coordinate and conduct training, acting as a resource in the development and continuous improvement of curriculum and materials used to train staff on the evaluation of claims.
- Recommend training programs to the management team that will improve employee performance and develop training accordingly.
- Cross-train with other UPD and Bureau staff to assist in other areas such as approving claims.
- Research and develop unclaimed property processing procedures, and write desk procedures for claims evaluation.
- Provide sensitive and detailed program information to departmental officials, employees, and claimants regarding the Unclaimed Property Program, procedures, and policies.
- Work on special projects that include testing the new KAPS system and writing reports for statistical analysis.
- Prepare project management tracking spreadsheets dashboard, and Issue papers.
- Run designated system reports and provide data to management.
- Represent the Bureau while on teams and in work groups that have divisional, departmental, and/or statewide impact on the Unclaimed Property Program.
- Work on the most complex and/or sensitive projects that have a direct impact on the efficiency and/or effectiveness of the Bureau.
- Review the most complex claims and provide feedback and training to staff on an as needed basis.
- Function as a program expert for the Bureau, working closely with the Section, Bureau, and Division Chiefs, as well as staff from other units in matters relating to claims submitted to the Bureau.

Working Conditions
This position is located in Rancho Cordova on White Rock Road, between Mather Field Road and Zinfandel Drive just off US 50 offering free parking is situated in the family-friendly suburbs of Sacramento. There is an abundance of nearby shopping centers and dining options with public transportation accessible nearby via Sacramento Regional Transit’s bus and light rail systems.
This position may be eligible for hybrid telework under California Government Code Section 14200 for eligible applicants residing in California. All telework schedules are subject to change and may be reevaluated at any time. Specific telework arrangements may be discussed in more detail with the respective hiring manager. - Proficient typing and word processing. Strong experience with MS Office Suite (Outlook, Word, PowerPoint), with moderate to advanced experience in Microsoft Excel.
- Ability to work quickly and accurately under pressure.
- Ability to express complex concepts and instructions in clear and concise writing.
