Job Description and Duties


Under the general supervision of the Accounting Administrator I – Supervisor, the Accounting Officer (Specialist) is responsible for performing professional duties of average difficulty and requires an understanding of the newly implemented Financial Information System for California (FI$Cal) processes which include but not limited to departmental wide State Hospitals fund reconciliations. This position also assists with performing year-end closing activities and maintains Department of State Hospitals (DSH) Fixed Asset accounts.

Working Conditions

  • This position reports to the Allenby Building in Sacramento. A hybrid Telework schedule, consistent with the State of California's in-office requirement, may be considered with prior approval from management. The incumbent may also be required to travel throughout California as needed, with prior notice.
  • The State’s Commute Programs provide bicycle, mass transit and vanpool incentives to eligible state employees. The State’s mass transit incentive pays 100% of the transit pass up to the IRS maximum of $340 per month in 2026.
  • DSH-Sacramento is located at an 11 floor high rise building.

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Excellent attendance, punctuality, and dependability.
  • Knowledge of the State Accounting process, Financial Information System for California (FI$Cal).
  • Ability to communicate effectively, both verbal and written, with internal customers, external clients and governmental agencies.
  • Proficient with Microsoft products, such as Outlook, Excel, Word, and Access.
  • Ability to work independently and in a team environment.
  • Analyze data and draw sound conclusions.
  • Prepare clear, complete, and concise reports.

Statement of Qualifications

The Statement of Qualifications must be written in Arial 12-point font, single-spaced, and no longer than two (2) typewritten pages in length. You must number and write out the question followed by your response. The document shall be titled “State of Qualifications-(Your Full Name)”.

  1. Describe how your education and experience make you a good fit for the position in the General Ledger Unit.
  2. Describe the most complex Excel Spreadsheet you have created and explain how it was used for a work process or special project.
