Job Description and Duties

Under the general direction of the Supervisor I, Assistant Chief Counsel and/or Chief Counsel, the Analyst II performs complex and varied duties with limited supervision, the incumbent oversees and supports the regulatory process by providing assistance to staff and counsel in the DWC Legal Unit. The incumbent plans, organizes, and reviews all work products pertaining to the Unit's rulemaking for consistency with established policies and procedures.

Working Conditions

This position is located at: 1515 Clay St, Oakland, CA 94612.

Our Oakland office is located in downtown Oakland, two blocks from the Oakland City Center/12th Street BART station. Within walking distance are delis, burrito and sandwich shops, Japanese, Vietnamese, Thai and Italian restaurants, barbecue, cheesesteaks, pizza, coffee shops and fast-food restaurants.

The incumbent works in a cubicle/office environment with natural and artificial light and temperature control. The incumbent is required to work extensively on the computer as necessary for email communication, research, drafting policy and procedure documents, and other purposes. Confidentiality must be maintained at all times due to the nature of work performed. The position allows for telework and/or hybrid work in accordance with CalHR’s and the DIR’s telework policy and procedures.

Special Requirements

The incumbent must demonstrate the ability to establish and maintain cooperative working relationships with staff at all levels both within and outside of DIR to complete work assignments related to developing policies and procedures. The incumbent must exercise the ability to independently make decisions and perform actions having broad implications on various aspects of DIR’s personnel processes. In addition, the incumbent must demonstrate the ability to use the Internet, MS Word, MS Outlook, MS Excel, MS Teams, HR software (Salesforce and ECOS), and other desktop applications.

The incumbent must demonstrate the ability to research, interpret, and apply laws, rules, practices, and principles governing rulemaking and provide recommendations and feedback to all levels of staff. The incumbent must exercise the ability to reason logically and analyze data in order to reach accurate and defensible conclusions and complete assigned work and review for accuracy. The incumbent must demonstrate the ability to use the internet, email, desktop applications, and presentation software to complete assignments.

Knowledge of:

  • Rulemaking procedures. (regulatory research, prepare, review, and submit rgulatory packages)
  • Economic impact and Data and analysis.
  • Createating reports with Excel.(spreadsheets, pivot tables, formulas)
  • Coordination and development of multilingual program outreach projects and initiatives.
  • Development and translation of multilingual materials and outreach campaigns.
  • Coordination and participation in outreach events.
  • Analysis of measurable metrics.
  • Identification of opportunities and challenges of the outreach and education program.

Skills:

  • Self-motivated – take initiative to lead and propose new outreach ideas.
  • Teacher – be informative and engage the public.
  • Interpersonal – interact, work, or relate effectively to a diverse group of people.

Ability to:

  • Nurture new and old relationships with labor and management organizations, community based organizations, and other stakeholders.
  • Schedule, coordinate and execute outreach campaigns and events.
  • Manage marketing initiatives, including translation of materials and campaigns.
  • Analyze campaign outcomes and provide data to management.
  • Maintain relationships with internal and external stakeholders.
  • Complete assignments in a timely and efficient manner.
