Job Description and Duties

Under the general direction of the Deputy District Director for Right of Way, the Senior Right of Way Agent for Planning and Management and Project Coordination (PMPC) manages the Right of Way Capital Plan for the district and coordinates the Right of Way deliverables for all Caltrans projects. The PMPC oversees both program and project budgets, estimating costs, monitoring programming, tracking deliverables and forecasting anticipated spending for both Capital and Support. The PMPC works closely with HQ Planning and Management to report on the Annual Allocation, Mid-Year Review and End of Year Reports, implement policy and guidance, ensure compliance with the Right of Way Manual, and act as the liaison between Accounting, Budgets, Office of Federal Resources, Project Management, Project Control and Programming and other Project Delivery divisions.

This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans’s evolving telework policy. Caltrans supports telework, recognizing that in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksites with minimum notification if an urgent need arises. The selected candidate will be required to commute to the headquartered location as needed to meet operational needs. Business travel may be required, and reimbursement considers an employee’s designated headquartered location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions. All commute expenses to the headquartered location will be the responsibility of the selected candidate.

1. Describe your knowledge and experience in Right of Way functions, including Planning and Management, Project Coordination.


2. Provide examples of your previous work experience with district level capital management, budgeting, workload estimating, and federal funds management.


3. Please share your knowledge and understanding of Right of Way Certification requirements.


4. Describe your skills and ability to communicate effectively verbally, in writing, and in making effective presentations.


5. Describe your experience or knowledge of the Department's project delivery process and procedures related to development of the district Capital Plan and Support Resources.
