Job Description and Duties

State Compensation Insurance Fund is actively seeking a highly motivated, flexible and qualified leader to work and lead a team of Telecom Personnel in the Information Technology Telecommunications Support Unit.
Under general direction of the Information Technology Manager I, and in collaboration with State Fund Information Technology Department, the Information Technology Supervisor II (IT Supervisor II), plans, organizes, and directs the work of information technology telecom support staff. The supervisor will monitor daily staff work to ensure workload completion. Identifies, documents and monitors defined service levels and performance management standards. Ensures compliance with project management standards. Develops scope of work; and participates in vendor/product solution evaluation and selection.
UNDER THE DIRECTION OF THE INFORMATION TECHNOLOGY MANAGER I, YOU WILL:
- Manage and support the IT Telecommunications Operations and Support team to meet State Fund IT’s up-time goals.
- Monitor, maintain and update staff coverage schedules.
- Ensure employee engagement is maintained, and all mandatory State Fund training and goals are met timely.
- Communicate status to IT and Business Management continuously of any changes or updates related to telecom operations.
- Interact across IT areas and departments to meet operational needs and enterprise objectives.
- Exhibit moral and ethical behavior, creative problem-solving, and a high degree of knowledge in business technologies.
- Work cooperatively with others and due to operational needs and periodically travel to sites in the effort to provide onsite support.
- Assist and help with coordination of technical projects for Telecom and/or act as resource for other projects for other IT teams
- Monitor goals and objectives of the unit and keep them on target
- Work with vendors on SOW reviews, RFPs and coordination
- Maintain an awareness of scheduled activities pertaining to the telecom infrastructure.
- Assist in the formulation of Telecommunication policies, processes and procedures to facilitate the ongoing maintenance and operation of Telecom support.
- Oversee service management, change management, access management, configuration management, security management, problem and incident management of Telecom Operations and systems.

GEOGRAPHIC ON-SITE PHYSICAL REQUIREMENTS :
THE TELECOM TEAM MAINTAINS TELEPHONY SYSTEMS ACROSS THE ORGANIZATION WHICH MAY REQUIRE ONSITE SUPPORT AND SUPERVISORY OF ANY PROJECTS ON AN AS NEEDED BASIS.
The successful candidate must reside in California upon appointment.
Selected candidate(s) hired may be required to attend in-person Onboarding at our Vacaville office with expenses for attendance paid by State Fund.

Effective July 1, 2025, the State of California implemented the Personal Leave Program 2025 (PLP 2025) which reduces an employee’s monthly salary in exchange for leave credits. Employees appointed to this classification will have their monthly salary reduced and will accrue hours of PLP 2025 on the first day of each pay period in accordance with the applicable bargaining contract. The salary range(s) included on this job posting do not reflect the reduction in pay.

- Experience in the implementation and support of MSTeams Telephony, Contact Center Solutions and Fax services.
- Experience in the maintenance and securing of all Telephony related systems.
- Experience in installing, maintaining, and troubleshooting PC/LAN/WAN/Telecom.
- Experience managing and owning Service Now ticket tracking system/incident management database.
- Experience recommending new policies and procedures to eliminate or reduce barriers to effective production to improve customer service.
- Experience in communicating complex technical issues to non-technical personnel, in relatable terms
- Excellent analytical skills to tackle complex challenges.
- Excellent decision-making abilities when it comes to IT policies, processes, and procedures.

- Proficient at coordinating work of staff to ensure compliance with policy and contract
- Proficient in infrastructure design, implementation planning, deployment support, software strategy, system troubleshooting, and maintenance strategy
- Proficient in contributing to technology and business planning for IT organizations
- Proficient knowledge of Windows Network Operating System, Windows Professional Desktop, Active Directory, Windows Exchange (server), and Windows Outlook (desktop).
- Fluent with standard software and Internet applications.
