State Operations Intelligence Support Coordinator

The Cal OES Homeland Security Division's State Threat Assessment Center (STAC) functions as California's information sharing clearinghouse, focusing on strategic threat analysis and situational awareness reporting. It supports statewide leadership and the public safety community in their efforts to prevent, prepare for, mitigate, and respond to all crimes and hazards that could impact California's citizens and critical infrastructure. A key aspect of the STAC's mission is to maintain this high level of security while simultaneously preserving civil liberties, individual privacy, and constitutional rights.

As part of the Tactical Intelligence Unit (TIU), you’ll help California’s public safety agencies in identifying indicators of threats to the public.
Key responsibilities of this position include, but are not limited to:
- Applying the intelligence cycle to plan, collect, analyze, and produce tactical finished intelligence work products.
- Using law enforcement databases, homeland security platforms, and Open-Source Intelligence (OSINT) research to identify threat actors and trends.
- Generating threat briefings for policymakers, response agencies, and stakeholders.
- Collaborating with federal, state, and local partners (e.g., State Department, law enforcement) to share intelligence and best practices.

This position is located at our Mather Campus and is eligible for a hybrid work schedule which includes up to one day of remote work per week. Additional in office days may be required based on the business need.

Working Conditions
DMV Pull Program: Participation in the DMV Pull Program is required. The position(s) require(s) a valid Driver’s License (DL). You must answer the questions addressing your DL on your application. Ensure you provide your DL number, class, expiration date, and any endorsements and/or restrictions.
Conflict of Interest: This position is designated under the Conflict-of-Interest Code and is required to complete Form 700 within 30 days of appointment. Failure to comply with the Conflict-of-Interest Code requirements may void the appointment.

Special Requirements
Homeland Security : This position requires access to National Security Information, and therefore, selected candidates must be able to obtain and maintain a Secret-level security clearance. Upon hire, candidates will be required to apply for the clearance, and once granted, they must maintain it as a condition of employment. Eligibility for a Department of Homeland Security (DHS) sponsored SECRET security clearance is also mandatory, and candidates must be able to qualify for and maintain it. To obtain a security clearance, you must be a U.S. citizen.

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
- Strong critical thinking, communication, and interpersonal skills
- Experience in developing and maintaining complex data and spreadsheets
- Ability to research and analyze complex situations and data, identify potential solutions, and provide sound recommendations
- Experience conducting open-source research
- Familiarity with geopolitical issues and global security
- Multi-cultural experience and/or multi-lingual
- Familiarity with working in a collaborative, task-force environment with multiple partners, such as regional fusion centers, the California Cybersecurity Integration Center, and the Department of Homeland Security

Statement of Qualifications
