Job Description and Duties

Under the general direction of the Deputy Chief Information Security Officer (DCISO), the incumbent provides journey-level business systems analysis, governance support, compliance analysis, workflow coordination, operational documentation, and control support for systems and processes related to virtual currency and digital financial assets. The incumbent works with program staff, accounting staff, IT personnel, and external partners to document requirements, support secure workflows, coordinate testing, maintain governance records, and integrate operational controls into system and business processes.

The incumbent is responsible for developing and maintaining process documentation, user procedures, operational guidelines, data standards, and control-related materials; supporting policy implementation and compliance coordination; assisting with audit and governance activities; monitoring review periods for policies and procedures; and troubleshooting workflow and user-impact issues affecting digital financial asset systems and related business processes. Duties include, but are not limited to, the following.

Duties Performed:

  • Business Systems Analysis and Workflow Support. Analyze operational requirements, document workflows, support business rules, develop test scenarios, and coordinate process improvements for digital financial asset operations and related business processes. Work with program, accounting, technical staff, and external partners to clarify requirements, identify business impacts, improve workflow efficiency, and support consistent and accurate processing across supported functions.
  • Governance Documentation, Policies, and Procedures. Develop, review, and maintain governance documentation, user guides, desk procedures, workflow documents, control narratives, business guidelines, reporting standards, and related materials that support secure, consistent, and auditable operations. Monitor policy and procedure review cycles, coordinate updates, and help ensure business process documentation remains complete, current, and aligned with operational and security requirements.
  • Compliance Analysis and Control Coordination. Assist with IT governance analysis, IT compliance analysis, compliance reporting, audit requests, data source reviews, control documentation, and coordination with program, accounting, technical teams, vendors, and third-party integrators on workflow and control matters. Review information for completeness, identify potential gaps or noncompliance concerns, and support actions needed to strengthen controls and maintain accountability.
  • User Support, Security Coordination, and Troubleshooting. Analyze workflow, user access, data quality, reconciliation, and system usage issues affecting digital financial asset operations. Track issues, document business impacts, coordinate corrective actions, support access review and control-related activities, and assist with implementation impacts associated with security findings, remediation efforts, policy changes, and testing activities.
  • Miscellaneous ISO Support. Perform other related technical and administrative duties to support Information Security Office priorities and organizational needs, including special assignments, training support, document updates, issue coordination, meeting support, reporting assistance, and other work as directed.

Working Conditions

This position is located at The Emerald Tower on Capitol Mall, steps from Tower Bridge and is walking distance to the State Capitol. The building offers affordable monthly parking, employee gym access, an amenities center, and a beautiful mid-tower garden terrace. It is conveniently situated only blocks from Old Sacramento, numerous restaurants, a seasonal farmer’s market, and the Crocker Art Museum. Overlooking the Golden 1 Arena and Downtown Commons, the office is accessible from Sacramento Regional Transit’s light rail and bus systems, with convenient access to I-5, I-80, US 50 & US 99.

This position is eligible for hybrid telework under California Government Code Section 14200 for eligible applicants residing in California. All telework schedules are subject to change and may be reevaluated at any time. Specific telework arrangements may be discussed in more detail with the respective hiring manager. Telework does not change the terms and conditions of employment, the essential functions of job duties, or required compliance with the State Controller's Office policies.

In July 2025, the State of California implemented the Personal Leave Program (PLP) 2025. This program temporarily reduces employees’ monthly base pay in exchange for paid leave credits. This position is subject to PLP 2025 and will have a monthly base pay reduction of 3% in exchange for 5 hours of leave credits through June 2027. The salary ranges shown on this job posting do not reflect the salary reduction.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Education: A bachelor's degree in computer science, information technology, cybersecurity, or a related field.
  • Certifications: One or more industry-standard certifications, such as CompTIA Security+, Certified Information Systems Security Professional (CISSP), Certified Ethical Hacker (CEH), or Certified Information Security Manager (CISM).
  • Experience: 2+ years of experience in cybersecurity or a related field. This experience can be gained through previous employment in an IT or cybersecurity role or through internships and other relevant work experience.
  • Business & Workflow Analysis Experience: Experience analyzing business processes, documenting workflows, developing business rules, or supporting operational requirements. Experience working with program, accounting, or technical teams to clarify requirements or improve process efficiency.
  • Governance / Documentation Skills: Experience developing or maintaining governance documents, policies, procedures, user guides, desk procedures, or workflow documentation. Ability to organize information clearly and maintain documentation accuracy.
  • Compliance & Controls Knowledge: Understanding of IT governance, compliance, audit processes, data sources, or internal control concepts. Experience supporting audits, compliance reviews, or documenting control activities.
  • Technical & Analytical Skills: Ability to analyze workflow issues, data discrepancies, user access concerns, or operational impacts. Experience documenting issues, tracking remediation efforts, and supporting testing or validation activities.
  • Soft Skills: Strong communication skills, including the ability to collaborate with diverse teams and external partners. Strong attention to detail and critical thinking skills. Ability to manage multiple tasks, prioritize work, and maintain accuracy in a dynamic environment.
  • Knowledge of business systems analysis, workflow documentation, governance support, test planning, issue tracking, and operational support practices.
  • Knowledge of information security and compliance concepts relevant to access controls, policies, procedures, audit support, data standards, and operational risk reduction.
  • Knowledge of business process controls, reconciliation support, reporting practices, and documentation standards.
  • Knowledge of user support, incident coordination, and change management practices.
  • Knowledge of policy review cycles, governance documentation, and compliance monitoring concepts.
  • Skill in documenting business requirements, workflows, user procedures, control narratives, governance records, and related documentation.
  • Skill in coordinating among technical teams, business users, vendors, and external partners.
  • Skill in analyzing business impacts of defects, security changes, operational issues, and compliance findings.
  • Skill in organizing documentation, tracking issues, and supporting audit or compliance responses.
  • Skill in communicating clearly in written and verbal form with both technical and non-technical audiences.
  • Ability to translate business needs into documented requirements and procedural guidance.
  • Ability to support secure, consistent, and auditable operational practices.
  • Ability to analyze workflow issues and coordinate practical solutions.
  • Ability to manage multiple assignments and deadlines.
  • Ability to maintain confidentiality when working with sensitive information and program records.
