Regional Center Compliance Technology Specialist
Job Description and Duties
Under direction of the Information Technology Supervisor II, in the Risk and Compliance Unit, the Information Technology Specialist I (ITS I) position is responsible for supporting both security and privacy within the Information Security Branch (ISO) in their mission to ensure the Department remains in compliance with state and federal requirements. The incumbent provides coordination and support in preparing, reviewing, and updating compliance materials. The incumbent also supports section staff with the submission and routing of required documents and reports to remain in compliance.
Effective July 1, 2025, State employees are subject to a salary reduction of three percent in exchange for five hours per month of the Personal Leave.

Working Conditions
Open-space partitioned offices. Occasional travel may be required.
Under Government Code 14200, this position is a hybrid, in-office/telework position, and may be subject to change. Incumbent can be required to report to the office, or any designated location at any time. Telework agreements can be modified and/or cancelled at any time. All commute expenses to the reporting location will be the responsibility of the selected candidate.
Pursuant to California Government Code requirements, candidates must be residents of the State of California at the time of appointment.
This position requires lawful authorization to work in the United States. The Department does not sponsor employment visas for this position.
Special Requirements
The Statement of Qualifications (SOQ) must be numbered in the same order as the following areas, typed in 12-point Arial font, single spaced, and be no more than two pages in length. Applicants who fail to answer the questions or submit an SOQ may not be considered.
1. Describe your experience assessing cybersecurity control maturity using frameworks such as NIST CSF 2.0, HIPAA Security Rule requirements, or Zero Trust Architecture principles. Include specific examples of how you evaluated controls, validated documentation, or conducted stakeholder interviews.
2. Explain your experience supporting audits or compliance activities, including preparing evidence, documenting findings, and tracking remediation. Describe your experience presenting cybersecurity or compliance findings to stakeholders and interpreting those findings into clear, actionable recommendations.
3. Describe your experience analyzing technical or security data to develop baselines and monitor progress in cybersecurity posture. Include examples where you transformed assessment results into actionable outputs such as scorecards, dashboards, automation scripts, or comparative reports. Explain your role, the tools or methods used, and how your work supported decision making or improved security outcomes.

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
Knowledge of: Federal and State privacy and security standards such as HIPAA and NIST; Zero Trust Architecture principles; excellent communications skills; preparing written process and procedures documents for the Information Technology Division; coordination skills, decision-making, attention to detail, and problem-solving skills.
Ability to: Research, prepare and plan organizational initiatives; manage multiple tasks, work well under deadlines, and embrace a team-oriented philosophy and environment; participate and/or present in workgroups, leadership briefings; draft, revise and/or edit documents, policies, memos, notices, or reports; develop and maintain cooperative and harmonious relationships with Department staff and colleagues; analyze situations accurately and take effective action; communicate effectively; reason logically and creatively; and analyze data and present ideas and information effectively; contribute to the professional standing of the Department through continued education and the pursuit of professional audit certification, such as Certified Internal Auditor (CIA) and Certified Information Systems Auditor (CISA), Certified in Risk and Information Systems Control (CRISC).
