About this Role:

Under the direction of the Staff Services Manager I (SSM I), the Associate Governmental Program Analyst (AGPA) will work independently on the more complex research and analytical assignments which includes monitoring the financial stability of the dental Fee-for-Service (FFS) contractors and Dental Managed Care (DMC) contractors’ budget in excess of $2 billion per fiscal year as well as creating and maintaining the Division’s budget. The AGPA prepares and maintains policy changes, contract change orders, contract amendments, and inter-agency agreements, reviews, prepares, and approves weekly FFS checkwrites and invoices. The AGPA will act as the lead coordinator or analyst on various assignments such as the Operating Advance Planning Document (OAPD), Contract Administration Change Instruments (CACI), Dental Operating Instructional Letters (DOIL), and Capitation Management (CAPMAN).

Working Conditions

This position offers a hybrid work schedule as outlined in the telework information section below; the amount of telework is based on the operational business needs. This position is currently eligible for telework up to three days per week and is required to report in person a minimum of two days per week. The amount of telework is at the discretion of the Department and is subject to change consistent with DHCS’ Telework Program and Government Code sections 14200 – 14203. Telework is available to California residents, and proof of residency may be required.

• Strong math and analytical skills

• Experience in fiscal policy as it relates to relevant laws and regulation

• Knowledgeable of modern office methods and equipment, including proficiency with personal computers utilizing Microsoft Outlook, Word, Excel, PowerPoint, etc.

Telework Information

This position is currently eligible for telework up to three days per week and is required to report in person a minimum of two days per week. Business travel may be required, and reimbursement considers an employee’s designated office and residence subject to regulations and bargaining unit contract provisions. All commute expenses to the reporting location will be the responsibility of the selected candidate.
