Non-IT Services, Managerial Administrator
Job Description and Duties
Under the direction of the Chief, Procurement and Contracting (State Active-Duty O4/O5 Officer, Procurement and Contracting Officer (PCO), the Manager I (Non-IT Services, Managerial Administrator is responsible for overseeing and managing the entire Non-IT Services procurement program, supervising two Supervisor I Procurement Managers and their teams, ensuring compliance with State regulations and policies, and leading efforts to improve processes and procedures. The State Comptroller's Office is responsible for advising The Adjutant General on all financial resources appropriated to the California Military Department (CMD) by the State Legislature, the Federal Government under reimbursable agreements, and other reimbursements available to the CMD for California National Guard (CNG) and other related activities. The office consists of five sections: Accounting, Administration, Budgets/Accounts Payable, Procurement, and Emergency Finance.

Working Conditions
The incumbent works in an office setting, with artificial light and temperature control. Daily access to and use of a laptop computer, copier/scanner and telephone is essential when working in the office setting. Core business hours are 8:00 a.m. to 5:00 p.m. and extra hours may be necessary beyond scheduled work hours as required.

- The position(s) require(s) a Background Investigation be cleared prior to being hired.

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
- Prior experience working in a military environment.
- Prior procurement experience.
- Proficiency in Microsoft, Outlook, Word, Excel, and Teams.
- Experience in FI$Cal or other similar enterprise management software.
- Ability to communicate verbally and in writing.
- Ability to effectively draft documents in a clear and concise manner.
