The California Department of Insurance (CDI) is seeking a dynamic Oracle Apex Application Development Supervisor with experience in Oracle PL/SQL, Oracle APEX, Java Script (jQuery, AJAX, JSON, etc.), Oracle Forms and Reports, HTML/CSS, Java, JSP, J2EE, HTML, JDeveloper and BI Publishing Servers who also demonstates strong leadership and management skills.

Under general direction of the Information Technology Manager I (ITM I), Oracle/Java/Misc. Development Unit Chief, the Information Technology Supervisor II (IT Sup II) supervises the Oracle APEX Application Development Section. This is a working supervisor position, the incumbent will work directly on system development activities, in addition to IT supervision. The incumbent is responsible for managing the analysis, design and development of the most complex electronic information processing systems and projects

Working Conditions
- The incumbent must be able to work in a high-rise building.
- The incumbent may telework in accordance with CDI's Telework Policy. Teleworking employees may be required to report to their headquarters office location on designated telework days. Travel expenses are not reimbursed, however other authorized transit subsidies do exist for those who qualify.
- Ability to transport documents and/or equipment up to 15-20 lbs., i.e. laptop computer, files, reference manuals, solicitation documents, etc.
- Occasional travel may be required within and/or outside the state of California via private or public transportation (i.e., automobile, airplane, etc.). Travel may include overnight stay.

Desirable Qualifications
In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
- At least five (5) years of IT experience two years of which shall include experience as a technical lead or in a supervisor role.
- Strong leadership and management skills working in a highly complex environment that has competing priorities and demands, including the ability to mentor, motivate team members.
- Possess the ability to communicate professionally and effectively, both verbally and in writing, including the ability to negotiate credibly and persuasively, with a variety of stakeholders.
- Strong experience in Oracle PL/SQL, Oracle APEX, Java Script (jQuery, AJAX, JSON, etc.), Oracle Forms and Reports, HTML/CSS, Java, JSP, J2EE, HTML, JDeveloper and BI Publishing Servers
- Experience in various software development methodologies, software development life cycle (SDLC)
- Experience working with multiple and diverse teams.
- Strong written, verbal, interpersonal, and analytical skills, including IT documentation.
- Experience in conveying highly technical information to various stakeholders.
- Exercise good judgement, work well under pressure, and meet deadlines.
- Ability to break down abstract concepts into technical components
- Strong analytical, problem-solving and research skills.
- Experience with staff, team development and mentoring

- Every 12 months, based on performance evaluation, employees may receive a 5% salary increase until they reach the maximum salary for the position.
