Contract Analyst
Job Description and Duties
The Executive Unit within the Public Rights Division is looking for a strong, analytical candidate to join our team. We are seeking someone with excellent communication, organizational, and prioritization skills.
Under the direction of the Public Rights Division (PRD) Staff Services Manager I (SSM I), Executive Unit, the Contract Analyst performs the most complex and varied analytical duties, including, but not limited to, providing consultative services, analytical support, fiscal management, and problem resolution to management regarding the division’s contract matters. The Contract Analyst will work closely with various departmental programs including the Budget Office, Contracts and Procurement Unit, Accounting, and California Justice Information Services Division. As the statewide legal contract coordinator, the Contract Analyst gathers, analyzes, and maintains contract information; researches and makes recommendations to the SSM I relating to contract procedures for legal services and information technology contracts; and works independently on the preparation, processing, and monitoring of a variety of contracts for PRD, working under strict time constraints.Please let us know how you heard about our position by taking this brief survey:

Working Conditions
This position is hybrid (in office and telework) and will require scheduled in-office days to be established with your supervisor in accordance with Department Policy. Telework options will be dependent on operational need.

The most competitive candidates should demonstrate strong analytical, communication, and organizational skills, and will possess the ability to effectively prioritize the duties of the position. The incumbent should be able to work independently, take initiative, assume responsibility, and exercise good judgment. Must be willing to work simultaneously on multiple projects while maintaining accurate and precise work product. Must be dependable and have a good attendance record.
- Proficiency in Microsoft Suite, Adobe, FileMaker Pro, and Visio are highly desirable.
- Knowledge of California State Contracting Manual and familiarity with state procurement processes is preferred but not required.
- Possess strong interpersonal skills with the ability to effectively present information to management.
- Excellent written and oral communication skills and a demonstrated history of good work habits.
- Ability to work under pressure with a high degree of initiative and perform multiple tasks with accuracy.
- Ability to build and maintain trust-based relationships with multiple internal and external stakeholders.
- Ability to exercise good judgment and act with flexibility and diplomacy.
- Accurately interpret and apply policies and procedures.
- Ability to maintain confidentiality on sensitive issues, work cooperatively as a team as well as independently, and maintain professional relationships with departmental staff.
- Strong organizational skills, ability to set priorities, and meet deadlines within challenging time constraints.
