Catholic Pastoral Coordinator
The successful candidate for this position will be a 1099 contractor with Music Ministry International and be responsible for the following:
1. GENERAL:
a. Scope of Work. The non-personal services to be rendered under this contract shall consist of a coordinator who shall provide services and work products in accordance the Performance Work Statement, which include publishing parish bulletins, keeping track of upcoming Designated Offerings, attending monthly Parish Council meetings, creating and conducting an annual parish Registration Program, coordinating the liturgical requirements of the Parish, publishing a monthly parish calendar and tracking the parishioners’ volunteer hours to be submitted to the Installation Volunteer Coordinator. The Coordinator provides services in support of the Fort Huachuca Catholic parish program. Work shall be accomplished in accordance with the requirements set forth in paragraph 2 of this contract.
b. The non-personal services to be rendered under this contract shall also consist of planning and implementation of a program of religious education for all Catholic ministries of Fort Irwin. The coordinator provides services as the Catholic Pastoral Coordinator and works with the Senior Catholic Priest and Director of
Religious Education (DRE) in planning and implementing the Catholic Religious Education Programs. The mission of the Catholic Chapel program is to provide for worship needs, including religious education of all assigned Soldiers, civilians, and Family Members. The primary goal in religious education is to provide basic understanding of the Catholic Faith through Bible studies, doctrinal studies and life application studies for children and adults, as well as prepare children and adults for the reception of the sacraments governed by Catholic Church doctrine.
c. The Catholic Pastoral Coordinator will enlist volunteers from the Catholic Parish within the community.
The Coordinator will recruit volunteers to teach in regular religious education classes, schedule teacher training events, and coordinate weekly religious education and sacramental preparation classes. The Coordinator will perform promotional endeavors and advertising campaigns. The Coordinator will maintain adequate records of functions, attendance, and materials needed and provide these to the Catholic Priest and DRE. The Coordinator will project the timely supply of educational material and classroom supplies for religious education functions. The Coordinator will coordinate teacher training classes; and answer community inquiries regarding Catholic religious education. The
Coordinator will plan, coordinate with the DRE and execute all program elements with approval of the Senior Catholic Chaplain on the installation. Performance of functions may occasionally involve lifting items weighing 15 lbs.
d. Qualifications. The coordinator is capable of the following qualifications which are subject to approval of the Active Duty Catholic Chaplain and Garrison Chaplain’s Office.
(1) In accordance with Army Directive 2014-23, Enclosure 3, page 4, 4a-b, for anyone working with children, the Coordinator must have a background check (an Installation Records Check, local law enforcement check (where available) an FBI fingerprint check and a Tier 1 with SCHR (State
Criminal History Repository Check) completed with a favorable suitability determination before workingoutside of LOSS (line of sight supervision).
(2) Have a familiarity with the Catholic Faith and Catholic traditions, especially those of the HolyFamily Catholic Community, Fort Irwin. Due to the unique nature of the Catholic Pastoral
Coordinator position, the person that fills this role must have a deep understanding of the Fort Huachuca and Sierra Vista communities. This contributes to the overall practical and theological understanding of the
Catholic services on Fort Irwin.
a. Be proficient in reading, writing, speaking and typing English.
b. Have a working knowledge of Microsoft Office program and be computer literate.
c. Be sensitive to the religious needs of Catholic military personnel.
d. Have a flexible work schedule, especially being available during the day.
e. Subcontracting. In the event that the Coordinator elects to provide a sub-coordinator, such sub-coordinator must meet all qualifications established for the coordinator. Any use of a sub-coordinator must be coordinated with theContracting Officer seven days prior to commencement of substitution. In the event of an emergency, i.e., death in the family of coordinator, illness, etc., this seven-day notification requirement shall be waived at the discretion of theContracting Officer. The coordinator shall be responsible for the payment of the sub-coordinator.
f. Appearance and Conduct: The Coordinator shall at all times during the performance of this contractpresent a neat and well-groomed appearance appropriate to the conditions under which the service is beingconducted and will uphold the same high level of spiritual and moral standards expected of persons of responsibility who perform services in a religious setting in a military community.
g. Quality Assurance: The Government shall monitor the Coordinator’s performance under this contract toassure the provisions of this contract are being met. The Contracting Officer Representative is designated thisresponsibility.
h. Physical Security: The Coordinator shall be responsible for the safekeeping of all Government property, ifany, entrusted to his/her use. Facilities and equipment shall be secured at close of each performance period.
i. Key Control: The Coordinator shall be responsible for the safekeeping of all keys issued to the Coordinatorby the Government. Coordinator shall assure the keys are not used by unauthorized persons. Any loss of keys shall bereported to the Contracting Officer Representative immediately.
j. Hours of Operation: The Coordinator shall perform the services during the periods specified in thiscontract.
k. Holidays (Federal): The Coordinator shall be required to perform services on holiday(s) as required by theprovisions of this contract.
l. Type Contract: This is a non-personal services contract. These services are to be performed withoutcontrol/supervision by any US Government employee.
m. Obligations of the Government: Unless otherwise stipulated in the contract, the Government is not obligated to provide office space, supplies, or equipment for the Coordinator to perform the services of this contract.
n. As an independent coordinator, the coordinator is responsible for paying all self-employment taxes.
SPECIFIC TASKS:
The Coordinator shall provide the necessary non-personal services and material except as otherwise provided for in this contract in support of the normal parish functions of the Fort Irwin Catholic Community working in coordination with the Active Duty Catholic Chaplain, the DRE and the Garrison Chaplain’s Office.
These services include the following tasks:
a. Weekly Bulletins. Prepare the weekly parish bulletin and be the point of contact for information to beprinted in the bulletin. When important information needs to be highlighted or is absent from the bulletin, the
Coordinator may make special announcements at the end of Mass. (52 weekly tasks)
b. CMRP. Collaborate with the Catholic Chaplain/Senior Garrison Chaplain and DRE by 1 July in supplying the following year’s NAF budgetary requirements for the annual Command Master Religious Plan(CMRP) for Holy Catholic Community Parish. (1 annual task)
c. Procurement Coordination: Prepare and submit for Government approval both Appropriated Fund (APF) and Non-Appropriated Fund (NAF) purchase request supporting the Catholic congregation’s CMRP." (Follow local
RSO SOPs for procurement process as needed).
d. Parish Activities. Plan, coordinate and administer parish activities such as Congregational fellowshipsand special events (receptions for sacramental celebrations and Lenten Meals). Plan and coordinate parish sacramental celebrations (First Confessions, First Holy Communion and Confirmation). This includes coordinating facility reservations, advising on supply requests, and organizing event details. (Up to 20 tasks as events require)
e. Parish Advisory Council (PAC). Attend the monthly Parish Advisory Council meetings. Inform PAC members of upcoming calendar events. Become familiar with the Constitution and By-Laws of the Parish Advisory Council. Record the decisions of the Parish Advisory Council votes approved by the pastor. Provide budgetinformation to the Parish Advisory Council. (12 monthly tasks/ 1hr each)
f. Banquet. Plan and coordinate two banquet/retreat events. The Fort Huachuca Catholic Community Retreat and the Day Retreat. Coordination includes schedule, location, speakers, meals, lodging, and event activities, publicity and signup registration. (2 event tasks)
g. Parish Registration. Plan and conduct an annual Registration Program for all new parishioners and explain to them the parish’s programs and organizations with which they may be willing to help. (1 annual task)
h. Liturgical Requirements. Coordinate with Religious Affairs Specialists regarding all Church liturgical worship requirements for the parish such as: Advent Wreath setup, Holy Week palms, the Pascal Candle, baptismal candles, sacramental certificates, and displaying the appropriate liturgical colors. This also includes advising on ordering new ecclesiastical equipment, books, supplies as required. (12 tasks if required)
i. Parish Calendar. Monthly publish a parish calendar of events to be advertised in bulletins and bulletin boards. (12 monthly tasks)
j. Volunteer Hours. Assist volunteers in tracking their volunteer hours and providing this information to the DRE by the 5th day of January, April, July and October. (4 quarterly tasks)
k. Bishop Visit. Plan and coordinate the annual Bishop’s visit with Catholic Priest and DRE and Garrison Chaplain. This involves coordination for visit and itinerary with Protocol, planning pastoral visit with Catholic Community leadership dinner, local clergy event, and religious education leadership meeting. (1 annual task)
l. Catholic Religious Education (CCD). Plan and coordinate weekly Catholic Religious Education Classesfor children and youth with Catholic Priest and DRE as an adjunct to the weekly Catholic worship service to educate individuals in the Catholic Faith, doctrine, knowledge of the Bible as applicable to daily life. Catholic Religious
Education classes run from September to May. (29 weekly tasks)
m. Sacramental Preparation Classes. Plan and coordinate weekly Catholic sacramental preparation programs/ classes with Catholic Priest and DRE (1st Reconciliation, 1st Communion, Confirmation, Rites of Christian Initiation of Adults (RCIA) and Children (RCIC). Sacramental preparation classes run from September to May. (29 weekly tasks)
n. Sacramental Ceremonies. Plan and coordinate with the Catholic Priest and DRE for the reception of
Catholic sacraments at Reconciliation Services, 1st Communion and Confirmation Liturgies and to include workshops/retreats/rehearsals preparing for these sacramental ceremonies. (Up to 8 tasks as events require.)
o. Youth Liturgies. Plan and coordinate with DRE for monthly youth participation at Catholic Liturgies and at other special liturgical celebrations and seasonal activities/events as approved by the Catholic pastor. (12 monthly tasks)
p. Instructional Workshops. Conduct workshop instructional events for the major liturgical seasons (Lent/Easter and Advent/Christmas). (4 tasks as events require)
q. Teacher Instruction for Catholic RE. Conduct quarterly teacher instruction for Catholic religious education. Ensure volunteers submit background check paperwork to the DRE for processing. (4 quarterly tasks)
